Alterations to the Scale of Charges upon the New Zealand Government Railways.

IN pursuance of all powers and authorities enabling me under the Government Railways Act, 1926, and its amendments, and of all other powers enabling me in this behalf, I, Daniel Gits Sullivan, Minister of Railways, do hereby make the following alterations to the General Scale of Charges made on the 13th day of April, 1939, and published in the Supplement dated the 19th day of April, 1939, to the New Zealand Gazette of the 13th day of April, 1939, in force on the New Zealand Government Railways open for traffic.

GENERAL SCALE OF CHARGES.

WHARVES.

  1. General.

By adding the following new paragraph 2a:

2a. (i) Except as provided in paragraph 2, when waterside workers are ordered down or ordered back and are entitled to be paid for a minimum period and the work is completed before the minimum period has expired, the full time for which the labour is paid for but not worked will be payable by the ship's owner or agent.

(ii) Except as provided in paragraph 2, when waterside workers are transferred from one job to another and are entitled to payment for a minimum period in respect of one or both jobs the full time for which the labour is paid for but not worked will be payable by the ship owners or their agents.

(iii) When waterside workers are transferred from one job to another and are entitled to continuous pay or a retaining fee, such payment or retaining fee will be charged to the owner or agent of the ship to which the men are transferred.

Notice under the Enemy Trading Emergency Regulations 1939.--Declaration of Enemy Traders.

I DANIEL GILES SULLIVAN, the Minister of Industries and Commerce, being satisfied that the Bank mentioned in the schedule hereto is carrying on business extensively or to a substantial extent for the benefit or under the control of alien enemies resident out of New Zealand, do hereby, in pursuance of regulation 3 of the Enemy Trading Emergency Regulations 1939, declare the said Bank to be an Enemy Trader for the purpose of the said Regulations.

SCHEDULE.

BANCO ALEMAN ANTIOQUENO--all branches in Colombia and Venezuela.

The Building Construction Control Notice 1940.

PURSUANT to the Supply Control Emergency Regulations 1939 and the Building Emergency Regulations 1939, I hereby direct as follows:

(1) In any case where an application is made to any local authority for a permit for any constructional work,

(a) Which will require the use of more than half a ton of structural steel; or

(b) The estimated cost of which exceeds two thousand pounds (Β£2,000),

the local authority shall not issue a permit therefor without the precedent consent of the Building Controller. For the purposes of this paragraph, the term "structural steel" includes reinforcing steel.

(2) Every local authority which has since the last day of November, 1940 (whether before or after the date of this notice), granted any permits for constructional work, shall, not later than the seventh day of each month following the month in which such permits have been granted, furnish to the Building Controller copies of all the applications for the permits so granted.

(3) In any case where any person proposes to commence any constructional work of either of the classes referred to in paragraph (1) of this notice and no permit therefor is required from a local authority, that person shall not commence the work except in accordance with a permit issued by the Building Controller.

Election of Member of Teachers' Superannuation Board.

Education Department, Wellington, 20th December, 1940.

IN pursuance of regulations made under the Public Service Superannuation Act, 1927, I hereby certify that for the election of a member of the Teachers' Superannuation Board constituted by the said Act, to fill the vacancy caused by the death of William Fulton Abel, the following nomination was received:

James Walter Armstrong.

As only one person was nominated to fill the vacancy I hereby declare that the said James Walter Armstrong is duly elected a member of the said Board.

The Industrial Conciliation and Arbitration Act, 1925.--Notice of Proposed Cancellation of Registration.

Department of Labour, Wellington, 7th January, 1941.

NOTICE is hereby given that, pursuant to an application in that behalf made to me by the Gisborne Branch of the Amalgamated Society of Carpenters and Joiners and Joiners' Machinists' Industrial Union of Workers, registered number 373, situated at Gisborne, and in exercise of the powers conferred upon me by section 22 of the Industrial Conciliation and Arbitration Act, 1925, it is my intention to cancel the registration of that industrial union after the expiration of six weeks from the date of the publication of this notice in the Gazette, unless in the meantime cause is shown to the contrary.

Appointment of Deputy District Public Trustee.

NOTICE is hereby given that in pursuance of the power and authority vested in me by section 3 of the Public Trust Office Amendment Act, 1921-22, I, the Public Trustee of the Dominion of New Zealand, have appointed Charles Frederick Shapcott of the Public Trust Office, Greymouth, to be deputy of the District Public Trustee, Greymouth, during the absence of such District Public Trustee from his headquarters from any cause, and all previous warrants appointing any deputy of the said District Public Trustee have been revoked.
