PUBLIC TRAFFIC REGULATIONS 1939.--PORT OF AUCKLAND.
THE following amendments to the above regulations have been agreed upon by the New Zealand Naval Board and the Auckland Harbour Board.

AMENDMENT No. 2.
Paragraph 22 : Renumber subclauses (i) and (ii) as (a) and (b).
Paragraph 22 (2) : Delete and substitute :
(2) For regulations for using this entrance, see paragraph 33.
Paragraph 31 : Amend to read :-
- Special Regulations for Small Craft wishing to enter the Port.--All small craft entering by the Rangitoto Channel are to report to the Examination Vessel from whom permission to enter must be obtained.
Insert new paragraph :-
- Regulations for Small Craft using the Motukoreho Channel when leaving or entering the Port of Auckland :-
(a) The Channel is absolutely closed during the hours of darkness, which will be fixed by notice in the press. The Channel between Brown's Island and East Tamaki Head is closed at all times.
(b) No craft must be in the area enclosed by lines joining East Tamaki Head 010° to Emu Point, Motutapu and Achilles Point 295° to Bean Rock 026° to foreshore of Rangitoto Island, during the hours of darkness. These hours are fixed from time to time and published in the press. Craft within this area during thick weather must remain at anchor.
(c) Motor craft (including fishing vessels) are to have their permit number painted clearly on the bows. Numbers are to be at least eighteen inches in height. Sailing craft are to have their permit number or class number marked clearly on their sails.
(d) All craft are to close the patrol vessel when entering harbour, making certain they are recognized and passed before proceeding.
(e) Craft proceeding from Rangitoto Island must conform to these regulations and close the patrol vessel before entering harbour.
(f) Islington Bay may be used as an anchorage for shelter during the hours of darkness, but when proceeding inwards from there, craft must close the patrol vessel first.
(g) It is not necessary or desirable to close the patrol vessel when leaving the port.
(h) Orders from the patrol vessel must be obeyed implicitly. Permits will be withdrawn from owners failing to do so.
(i) Craft observed in the prohibited area after dark, or before daylight, will be fired on.
Paragraph 38 : For 5 tons read 10 tons.
Paragraph 43 (b) : Cancel and substitute :-
(b) When at anchor or secured, if lighting restrictions have been imposed in the port, no lights are to be visible from outboard (but see paragraph 44). The Chief Examining Officer is responsible for informing masters of incoming vessels what, if any, restrictions on lighting are in force.
Paragraph 56 : Cancel and substitute :-
- Steps necessary on the Part of Masters and/or Agents before a Vessel may leave the Port :-
(a) All vessels other than those specified in clauses (c) and (d) leaving the ports of Auckland, Wellington, Lyttelton, and Dunedin are on each occasion required to obtain-
(i) A Naval Clearance from the Naval Control Service Officer of the port.
(ii) A Customs Clearance from the Collector of Customs.
(b) Instructions given by the Naval Control Service Officer do not in themselves constitute sufficient authority for the departure of a vessel.
(c) A Naval Clearance, valid in the port of issue only, to cover a period not exceeding one month, may be granted to such vessels as the Naval Control Service Officer may recommend and subject to such conditions as may be prescribed by him.
(d) A Naval Clearance need not be obtained by fishing vessels (other than steam trawlers), pleasure yachts, or pleasure launches.
Paragraph 58 : Cancel and substitute :-
- Signal prohibiting Sailing.--No merchant ship is to leave port while the following signals are exhibited :-
(a) By Day : A blue flag hoisted at Mount Victoria Signal-station.
(b) By Night : Two red lights, one vertically above the other, 6 ft. apart, at Mount Victoria Signal-station.
