REGULATION 2.—FOOD CONTROLLER.

(1) The Minister may from time to time appoint a Controller, to be known as “the Food Controller.”

(2) The Controller shall hold office during the pleasure of the Minister.

(3) The Controller shall be subject in all things to the control of the Minister, and shall act in accordance with all directions, general or special, given to him by the Minister.

REGULATION 3.—POWERS OF THE FOOD CONTROLLER.

(1) The Controller shall have the following powers:—

(a) To regulate, restrict, control, or prohibit the distribution or use of any foodstuffs, and to fix conditions of sale of any foodstuffs:

(b) To take possession of any foodstuffs, wherever situated in New Zealand, or to acquire the title to any foodstuffs on board a ship and destined for New Zealand:

(c) To take such steps as the Controller thinks fit for the purpose of safeguarding the continuity of supply of any specific class or classes of foodstuffs, whether produced within the Dominion or imported into the Dominion:

(d) To require traders to enter into working agreements with one another for the pooling of supplies of food and storage facilities, and for the limitation of the number of traders carrying on business in any area or district:

(e) To require traders to deal only in any particular types, classes, or qualities of foodstuffs, and to pack the same in such packages or containers as may be directed:

(f) To require any person to furnish from time to time such returns, statements, statistics, or other information relating to foodstuffs and the possession, dealing, and use thereof as the Controller may deem necessary, and to require that any such information be verified by statutory declaration.
