ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 4th day of
September, 1939.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
PURSUANT to the Public Safety Conservation Act, 1932, there being
a Proclamation of Emergency now in force under that Act, His Excel-
lency the Governor-General, acting by and with the advice and consent
of the Executive Council, doth hereby make the following regulations.
REGULATIONS.
REGULATION 1.--PRELIMINARY.
(1) These regulations may be cited as the Foodstuffs Emergency
Regulations 1939.
(2) These regulations shall be read together with and deemed
part of the Supply Control Emergency Regulations 1939.
(3) In these regulations, unless inconsistent with the context,--
"Foodstuffs " means every article which is used for food or
drink by man or which enters into or is used in the com-
position or preparation of any such article; and includes
tobacco and cigarettes; but does not include sugar, wheat,
wheaten flour, bran, pollard, or bread :
"Controller " means the Food Controller appointed under these
regulations; and includes any person for the time being
authorized to exercise or perform any of the Controller's
powers or functions :
"Sale " includes every form of disposition (whether for valuable
consideration or otherwise); and includes a contract for
sale :
"Trader," in relation to foodstuffs, means any person who for
the purpose of any trade or business carried on by him
(whether as a producer, manufacturer, merchant, broker,
warehouseman, importer, or otherwise) holds from time to
time a stock of foodstuffs.
