(m) To take possession of, and to move from place to place, stocks
of wheat and flour and any materials or equipment required
for the production, packing, or distribution of flour :

(n) For the purpose of conserving essential supplies, to prescribe
the ingredients which may be used in the production of bread,
and to prescribe the proportion in which different ingredients
may be used :

(o) To control the delivery of bread, and to direct that any person
may deliver bread only within a specified area :

(p) To set up committees to work with the Controller to ensure
the co-operation of the sections of industry concerned, and
to appoint to such committees such persons as the Controller
may think fit :

(q) To take possession of any store or other building the use of
which the Controller considers to be necessary for the proper
storage of any of the commodities specified in paragraph (a)
hereof.
