REGULATION 3.—POWERS OF THE WHEAT AND FLOUR CONTROLLER.

The Controller shall have the following powers :—

(a) To buy, sell, or otherwise to deal in wheat, flour, bran, pollard, and any other products manufactured from wheat, and in barley and oats :

(b) To prescribe conditions under which the industry of flourmilling may be carried on and which shall be binding on any person who operates a flourmill :

(c) To prescribe conditions under which the trade or occupation of breadmaking may be carried on and which shall be binding on any person who makes bread otherwise than for the use of himself and his own family :

(d) To regulate, restrict, control, or prohibit the distribution of wheat, oats, barley, pollard, bran, flour, or bread :

(e) To take all such steps as may be considered by the Controller to be necessary to ensure that an adequate supply of wheat is grown and produced in New Zealand :

(f) To enter into arrangements for the supply of seeds, manure, agricultural implements, spare parts for machinery, and any other requisites needed for the cultivation and harvesting of wheat, and to buy or sell any of the articles referred to in this paragraph :

(g) To take possession of any wheat, oats, barley, pollard, bran, flour, or bread wherever situated in New Zealand, and to enter upon private premises for the purpose of exercising the powers conferred by this paragraph :

(h) To prohibit, limit, restrict, control, or regulate the use of wheat, oats, barley, pollard, bran, flour, or bread, and to direct that all or any of those commodities may be used only for purposes specified by the Controller or may be used only in such manner as the Controller may direct :

(i) To require wheatgrowers, flourmillers, or bakers to supply such returns, statements, statistics, or other information as the Controller may deem necessary, and to require that any such information be verified by statutory declaration :

(j) To take possession, when the Controller thinks fit, of any farming implements which are customarily used in the cultivation of land and the growing, harvesting, and threshing of wheat, and to undertake the cultivation of land for the purpose of growing wheat :

(k) To assume full control of all flourmills within New Zealand, and, for the purpose of ensuring adequate supplies of flour by the most economical means, to close down any mill or to direct that the production of flour shall be carried on only in certain mills within New Zealand, and to prescribe the quantity of flour which any mill shall produce in any calendar month :

(l) To determine the fair average quality of flour, to control the use of substances other than wheat in the making of flour, and to control the percentage by weight of the grist which may be extracted as flour :
