At the Government House at Wellington, this 16th day of
August, 1939.
Present:
His EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
IN pursuance and exercise of the powers and authorities conferred on
him by section twenty-five of the Naval Defence Act, 1913, and of
all other powers and authorities enabling him in that behalf, His
Excellency the Governor-General, with the advice of the Executive Council;
doth hereby amend and supplement the regulations referred to in the
Schedule hereto as shown therein.
SCHEDULE.
REGULATIONS FOR THE GOVERNMENT AND PAYMENT OF THE NEW
ZEALAND NAVAL FORCES, 1939.
Article 52B.—Insert:-
52B. Short Service Engagements.—Form N.Z.D. 15 as shown in
Appendix VI is to be amended as follows for a short service engagement:-
(a) Period of engagement—Delete twelve years and substitute six years.
(b) NOTE.—(i) After “reserve” insert “class A (Active).”
(ii) Delete “ten years” and substitute “six years.”
(iii) Delete “or until age of forty years, during which time
men will only be required to serve in time of war.”
2. Alterations to the form are to be supported by the signature of the
rating concerned.
Article 289, Paragraph (6).—Cancel, and substitute :-
289 (6) A deduction of one-third of a full day’s subsistence allowance
is to be made from the travelling-expenses of all officers for each night
they are provided with a sleeping-berth in a train, and of all officers and
ratings for each night they are provided with accommodation in an
inter-island ferry steamer.
Article 291, Paragraph (4).—Cancel, and substitute :-
291 (4). The above rates of subsistence allowance are exclusive of
any cost of conveyance by rail, motor-coach, or steamer, and in computing
the period of absence on duty the time shall be counted from the hour
of leaving the ship or other place of duty to the hour of return. For each
night on which a sleeping-berth on a train, or accommodation on an
inter-island ferry steamer is provided at Government expense a deduction
of one-third of a full day’s subsistence allowance is to be made from the
travelling-expenses of the officer or rating concerned.
Article 291, Paragraph (9).—Insert:-
291 (9). Subsistence allowance is payable for a maximum period of
fourteen days to officers and ratings appointed for shore duty in New Zealand
and not provided with official quarters. The allowance will commence from
the time of arrival at the appointed port of duty and will be payable for
fourteen days or until suitable accommodation is obtained, whichever is
the earlier.
