Approval of Testing Officer under the Motor-drivers' Regulations, 1931.
In terms of regulation 5 of the Motor-drivers' Regulations, 1931, the Minister of Transport does hereby approve, until further notice, of the person named in Column 2 of the Schedule hereunder being Testing Officer under the said Regulations for the authority specified in Column 1 of the said Schedule.

Declaring Area to be a Closely Populated Locality for the Purposes of the Motor-vehicles Amendment Act, 1936, Section 3.
In terms of section 3 of the Motor-vehicles Amendment Act, 1936, the Minister of Transport does hereby declare the area described in the Schedule hereto to be a closely populated locality for the purposes of the said section to the intent that a person driving any motor-vehicle on any road, street, or other place to which the public have access therein shall be subject to the maximum speed-limit of thirty miles an hour fixed by the said section.
SCHEDULE.
SITUATED within the Waimate County-
All that area at St. Andrews consisting of that portion of the Christchurch-Dunedin Main Highway No. 101 commencing at a point 7 chains measured along the said main highway in a north-easterly direction from its junction with the Bluecliffs Main Highway, proceeding thence generally in a south-westerly direction and terminating at a point 15 chains measured along the said main highway in a south-westerly direction from its junction with Thackeray Street, a distance of approximately 53 chains.

Transmitting and Receiving Officers for the Service of Notices by Telegraph.

In pursuance of the powers conferred upon me by the Post and Telegraph Act, 1928 (hereinafter termed "the said Act"), and by regulations made on the 12th May, 1914, and published in the New Zealand Gazette of the 21st May, 1914, the following officer, at the address set against his name, is hereby appointed transmitting and receiving officer for the purpose of dealing with all notices by telegraph sent under the said Act or regulations, and of signing such certificates in relation to the service of any such notices as are required or authorized to be signed or given under the said Act or the regulations aforesaid:—

Fixing the Rates of the Levy on all Wool produced in New Zealand.—(Notice No. Ag. 3689.)
Pursuant to the powers vested in me by section 10 (2) of the Wool Industry Promotion Act, 1936, I, William Lee Martin, Minister of Agriculture, hereby fix the rates following, that is to say—
(a) For each bale, sixpence;
(b) For each fadge, threepence; and
(c) For each bag or sack, one penny;
to be the rates of the levy to be charged on all wool produced in New Zealand which at any time during the season commencing on the 1st day of October, 1939, is exported from New Zealand or is delivered to a wool-manufacturer for use in New Zealand.

Waihi Drainage Area.-Notice of making and levying General Rates.
I, WILLIAM LEE MARTIN, acting for the Minister of Lands, in the exercise of the powers conferred upon him by the Swamp Drainage Act, 1915, and its amendments, do hereby make and levy on the unimproved value of all land within the Pukehina Subdivision of the Waihi Drainage Area constituted under the said Act, the general rates described in the First Schedule hereto, and on the unimproved value of all land included in the Central Subdivision the general rate described in the Second Schedule hereto, and on the unimproved value of all land in the Kaikokopu Subdivision the general rates described in the Third Schedule hereto, such respective rates being for the purpose of meeting maintenance costs for the period 1st April, 1939, to 31st March, 1940.
The amount of such rates will be payable in one sum on the 26th day of September, 1939, together with the amount of the special rates already made and levied, to the Collector of Rates, Room 45, 1st Floor, Government Buildings, Customs Street West, Auckland. The rate-book will be open for inspection at the office of the Collector of Rates, and a copy of the same will be available for inspection at the office of Mr. H. W. Earp, Clerk, Kaituna River Board, Te Puke, at all times those offices are open for the transaction of public business.
FIRST SCHEDULE.
PUKEHINA SUBDIVISION.
Class A : On the unimproved value of all land classified as Class A by the persons appointed to classify lands under section 3 of the Swamp Drainage Amendment Act, 1928, elevenpence and forty-four one-hundredths of a penny (11·44d.) in the pound.
Class C : On the unimproved value of all land so classified as Class C, fivepence and eight one-hundredths of a penny (5·08d.) in the pound.
SECOND SCHEDULE.
CENTRAL SUBDIVISION.
Class A : On the unimproved value of all land classified as Class A by the persons appointed to classify lands under section 3 of the Swamp Drainage Amendment Act, 1928, elevenpence and ninety-eight one-hundredths of a penny (11·98d.) in the pound.
THIRD SCHEDULE.
KAIKOKOPU SUBDIVISION.
Class A : On the unimproved value of all land classified as Class A by the persons appointed to classify lands under section 3 of the Swamp Drainage Amendment Act, 1928, sixpence and twenty-five one-hundredths of a penny (6·25d.) in the pound.
Class B : On the unimproved value of all land so classified as Class B, fourpence and eighty-six one-hundredths of a penny (4·86d.) in the pound.
Class C : On the unimproved value of all land so classified as Class C, twopence and seventy-eight one-hundredths of a penny (2·78d.) in the pound.

Rangitaiki Land Drainage.-Notice of making and levying General Rates.
I, WILLIAM LEE MARTIN, acting for the Minister of Lands, in the exercise of powers conferred upon him by the Rangitaiki Land Drainage Act, 1910, and its amendments, do hereby make and levy on the unimproved value of all land within the district constituted under the said Act the general rates to meet maintenance costs for the period 1st April, 1939, to 31st March, 1940, as described in the Schedule hereto.
The amount of such rates will be payable in one sum on the 26th day of September, 1939, together with the special rates already made and levied.
The rate-book of the district is open for inspection at the office of the Collector of Rates, Land Drainage Engineer's Office, Room 45, Government Buildings, Customs Street West, Auckland, and a copy of same may be inspected at the office of the Land Drainage Engineer, at Thornton, near Whakatane, at all times at which those offices are open for the transaction of public business.
