✨ Amendment to Oil Fuel Emergency Regulations

The principal regulations are amended by adding thereto the
following heading and additional regulations:—

SALE AND PURCHASE UNDER COUPON SYSTEM.

“34. Notwithstanding anything to the contrary contained in
Regulations 10 to 26 inclusive hereof, a person may purchase oil fuel
for his own consumption, and oil fuel may be sold to such person,
if the person is the holder of a coupon issued under these regulations
authorizing such purchase and sale.

“35. A coupon may be issued to any person who is for the time
being the owner within the meaning of the Motor-vehicles Act, 1924,
of a motor-vehicle which is of such a type or kind as the Controller
may from time to time direct.

“36. The number of coupons to be issued to any person at any
one time shall be such as the Controller may from time to time direct.

“37. Each coupon shall be marked with a distinctive number, and
a coupon marked with any number shall authorize a purchase and sale
of oil fuel at a date not earlier than the Controller may from time to
time notify in respect of coupons bearing that number.

“38. The Controller may direct that any coupon shall be deemed
to relate to a specified quantity of oil fuel or to oil fuel of a particular
kind, and thereupon such coupon shall be available for the purchase
and sale only of the quantity of oil fuel so specified and for the purchase
and sale only of oil fuel of the kind to which it relates (if so specified).

“39. On the purchase and sale of any oil fuel the coupon authorizing
the purchase and sale shall be surrendered to the vendor and shall be
dealt with by the vendor in the same way as the documents referred
to in Regulations 26 and 28 hereof.”
