THE Public Service Commissioner has made the following appointments in the Public Service :
Charles Hastings Butcher,
to be Returning Officer for the Auckland West Electoral District for the purposes of the Electoral Act, 1927, and its amendments, as from the 7th day of September, 1939.
William Lawrence Jourdain,
to be an Inspector and Grader for the purposes of the Poultry Act, 1924, as from the 1st day of September, 1939.
Jack McLean,
to be a Shorthand Reporter under the Shorthand Reporters Act, 1908.

Summer Time.
Prime Minister's Office,
Wellington, 14th September, 1939.
IT is hereby notified for general information that, under the Summer Time Act, 1929, and Summer Time Amendment Act, 1933, summer time commences at two o'clock New Zealand standard time, in the morning of Sunday the 24th instant, and ends at two o'clock, New Zealand standard time, in the morning of Sunday, 28th April, 1940.
For the purpose of giving effect to the Act the time will therefore be advanced thirty minutes as from 2 a.m. New Zealand standard time on Sunday, the 24th instant, and be put back thirty minutes as from 2 a.m. New Zealand standard time on Sunday 28th April, 1940.

Royal New Zealand Air Force Ensign.
Air Department,

PUBLIC notification is hereby given of the institution by exercise of the Royal prerogative of an ensign to be known as the Royal New Zealand Air Force ensign, comprised of the ensign of the Royal Air Force defaced by the addition of the letters "N.Z." superimposed in white upon the red roundel thereof.

THE following special order made by the Clutha County Council on the 1st day of August, 1939, is published in accordance with the provisions of the Noxious Weeds Act, 1928.

SPECIAL ORDER.
THAT the portion of special order confirmed on the 29th January, 1924, declaring Ragwort as not being a noxious weed be revoked and that the following resolution be passed to operate as a special order : "That Ragwort shall be deemed to be a noxious weed within the County of Clutha."
Notice to Mariners No. 47 of 1939.

NEW ZEALAND.—NORTH ISLAND.—AUCKLAND HARBOUR.
Information about Signals and Aircraft.
Position : Airport, lat., 36° 50′5 S.; long., 174° 47′2 E. (approx.). Chart No. 1970.
Details : On and after the 15th September when aircraft are navigating or about to navigate in the vicinity of the airport, the following signals will be displayed at Mt. Victoria Signal-station for one hour before arrival or departure until the aircraft has berthed or departed.
By Day—A large mauve flag with white diagonal stripe from hoist to lower fly from the southern yardarm.
By Night—A fixed red light from the masthead.
A sharp lookout should be kept for control and auxiliary launches when the weather is such that Mt. Victoria flagstaff may be obscured. The upper surfaces and superstructures of these launches are painted yellow or amber to facilitate recognition.
The control launch will fly the Civil Air Ensign by day and exhibit a mauve masthead light by night; and may use a searchlight to assist aircraft alighting or departing.
Lines of flares will also be used on the harbour when aircraft are taking off.

Constituting Uawa Development Scheme.
PURSUANT to section 7 of the Native Land Amendment Act, 1936, the Board of Native Affairs, with the consent of the Minister of Lands, hereby declares the Crown land described in the Schedule hereto to be subject to Part I of the said Act and to be called or known as the Uawa Development Scheme.
SCHEDULE.
ALL that area of Crown land in the Tairawhiti Native Land Court District situate in Block XI, Uawa Survey District, and known as Section 1s, Pare mata Settlement, containing 68 acres 2 roods 10 perches, more or less, and being the whole of the land in certificate of title, Vol. 7L, folio 57, Poverty Bay District Land Registry.
