A PROCLAMATION.
BY virtue and in exercise of the powers and authorities conferred upon me by section eighteen of the Forests Act, 1921–22, I, George Vere Arundell, Viscount Galway, Governor-General of the Dominion of New Zealand, do hereby set apart the portion of provisional State forest described in the Schedule hereto as a permanent State forest.

SCHEDULE.
SOUTHLAND LAND DISTRICT.—SOUTHLAND FOREST-CONSERVATION REGION.
ALL that area in the Southland Land District containing by admeasurement 12,256 acres, more or less, being part of Provisional State Forest No. 21 (Gazette, 1924, page 619), and being Section 7, Block VII, Waikawa Survey District, Sections 9, 10, 11, 12, 13, 14, 15, 16, 23, 24, and 25, Block X, Waikawa Survey District, Sections 5, 6, 7, 8, 9, 10, and 23, Block XI, Waikawa Survey District, Sections 1, 2, 4, 5, 6, 7, 8, and 11, Block XII, Waikawa Survey District, Sections 1, 2, 3, 4, 5, 6, 7, and 9, Block XIII, Waikawa Survey District, and Section 35 and parts of Sections 48 and 50, Block VI, Otara Survey District, and bounded as follows: Commencing at a point on the southern boundary of Section 29, Block VI, Otara Survey District, 50 chains east of the Tokanui–Haldane Road; thence in an easterly direction along the said southern boundary of Section 29 to and along a public road to a point in line with the eastern boundary of Section 27, Block VI aforesaid; thence northerly across the said road to and along the said eastern boundary of Section 27; thence easterly and northerly along a public road to the south-eastern corner of Section 10, Block XII, Waikawa Survey District; thence again northerly along the eastern boundaries of the said Section 10 and Section 7, Block III, Waikawa Survey District; thence again easterly along a public road to the north-western corner of Section 3, Block XII, Waikawa Survey District; thence southerly along the western boundary of the said Section 3 to and across a public road; thence easterly generally along the said road and another public road to a point in line with the eastern boundary of Section 8, Block XIII, Waikawa Survey District; thence northerly to and along the said eastern boundary of Section 8; thence easterly along the southern boundaries of Sections 21 and 22, Block IV, Waikawa Survey District; thence southerly along the said western boundary of Section 2, Block VII, Waikawa Survey District, to and across a public road; thence easterly along the said public road; thence southerly along the western boundary of Section 8, Block VII aforesaid; thence westerly along the northern boundaries of Sections 46 and 47, Block VII aforesaid; thence southerly along the western boundaries of Sections 47 and 48, Block VII aforesaid; thence westerly and southerly along the northern and western boundaries of Section 22, Block XI, Waikawa Survey District, and a public road; thence westerly, southerly, and easterly along the northern, western, and southern boundaries of Section 21, Block XI aforesaid, and the southern boundary of Section 20, Block XI aforesaid; thence southerly along the western boundaries of Sections 19, 18, 17, and 16, Block XI aforesaid; thence westerly along the northern boundary of Section 11, Block XI aforesaid; thence north-westerly along a public road, the north-eastern boundary of Section 26, Block XI, and again along the said public road to a point in line with the northern boundary of Section 4, Block XI aforesaid; thence westerly to and along the said northern boundary of Section 4; thence southerly along the western boundaries of Sections 4 and 1, Block XI, and Section 15, Block VIII, Waikawa Survey District; thence westerly along the northern boundary of Section 30, Block IX, Waikawa Survey District; thence northerly along the eastern boundaries of Sections 22 and 32, Block X aforesaid; thence north-easterly, north-westerly, and westerly generally along a public road and across the said road to the northern boundary of Section 17, Block X aforesaid; thence westerly along the northern boundaries of Sections 17, 7, 26, and 27, Block X aforesaid, and Section 39, Block VI, Otara Survey District; thence southerly along the western boundary of the said Section 39 to a point 15 chains due north of the Tokanui–Haldane Road; thence north-westerly along a right line to a point on the south-eastern boundary of Section 48, Block VI aforesaid, due south of the point of commencement; thence northerly along a right line to the point of commencement; save and excepting from the above-described area all intersecting public roads and Section 8, Block X, Waikawa Survey District. As the same is more particularly delineated on plan No. 217/8, deposited in the Head office of the State Forest Service at Wellington, and thereon edged red.
Given under the hand of His Excellency the Governor-General of the Dominion of New Zealand, and issued under the Seal of that Dominion, this 8th day of November, 1938.

Authorizing the borrowing by the South Canterbury Hospital Board by way of Hypothecation of Debentures issued in respect of Portion (£17,600) of a Loan of £20,000.

ORDER IN COUNCIL.
At the Government House at Wellington, this 9th day of November, 1938.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by Order in Council made on the twenty-seventh day of July, one thousand nine hundred and thirty-eight, consent was given to the raising in New Zealand by the South Canterbury Hospital Board (hereinafter called “the said local authority”) of the sum of twenty thousand pounds (£20,000) by a loan to be known as “Building Supplementary Loan, 1938,” such consent being given subject to the determinations as to borrowing and repayment therein set out, including, inter alia, the provision that the rate of interest that might be paid in respect of the said loan or any part thereof should be such as should not produce to the lender or lenders a rate or rates exceeding three pounds ten shillings (£3 10s.) per centum per annum:
And whereas a portion of the said loan amounting to seventeen thousand six hundred pounds (£17,600) (hereinafter called “the said sum”) has not yet been raised:
And whereas the said local authority, pending the raising of the said sum in accordance with the said determinations, is desirous of borrowing the said sum or part thereof by hypothecation or mortgage pursuant to section thirty-four of the Local Bodies’ Loans Act, 1926, of the debentures authorized to be issued in respect of the said sum:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred on him by section seven of the Local Authorities Interest Reduction and Loans Conversion Act, 1932–33, and by section eight of the Local Authorities Interest Reduction and Loans Conversion Amendment Act, 1933, and of all other powers and authorities enabling him in this behalf, doth hereby consent to the said local authority, pending the raising of the said sum in accordance with the said determinations, borrowing the said sum of seventeen thousand six hundred pounds (£17,600) or any part thereof by the hypothecation or mortgage of the said debentures at a rate of interest not exceeding four pounds ten shillings (£4 10s.) per centum per annum, and hereby prescribes that the money borrowed by the hypothecation or mortgage of the said debentures shall, pending the raising of the said sum, be repaid by annual instalments equivalent to the instalments of principal which would have been repaid if on the first day on which any moneys are borrowed by such hypothecation or mortgage the whole of the said sum of seventeen thousand six hundred pounds (£17,600) had been raised on the terms prescribed by the Order in Council made on the twenty-seventh day of July, one thousand nine hundred and thirty-eight.
