Classification of Road in Featherston County.
IN pursuance and exercise of the powers conferred on him by the Transport Department Act, 1929, and the Heavy Motor-vehicle Regulations, 1932, the Minister of Transport does hereby approve of the Featherston County Council’s proposed classification of the road described in the Schedule hereto and situated in the Featherston County.
SCHEDULE.
FEATHERSTON COUNTY.
ROAD classified in Class Three: Available for the use thereon of any heavy motor-vehicle (other than a multi-axled heavy motor-vehicle) which, with the load it is carrying, weighs not more than 6½ tons, or any multi-axled heavy motor-vehicle which, with the load it is carrying, weighs not more than 10 tons:—

Warrant of Appointment under Section 11 of the Transport Licensing Amendment Act, 1936.
TO THE HONOURABLE SIR FRANCIS VERNON FRAZER, of Wellington, Knight, LESLIE HARWOOD HESLOP, Esquire, of Wellington, Public Accountant, and SYDNEY SMITH MILLINGTON, Esquire, of Wellington, Civil Servant.
WHEREAS certain goods-services or portions thereof (hereinafter referred to as “the said services”), of which it is intended that particulars will from time to time be supplied by me to you, are in competition with or supplement the services provided by the New Zealand Government Railways:
And whereas it has been decided to negotiate for acquisition of the said services, and as a guide for this purpose it has been decided that the following considerations shall apply in such negotiations, namely:—
(1) The Government will not pay anything for any monopoly value created as a result of the Transport Licensing Act, 1931:
(2) With the above qualification, the Government gives the tribunal a free hand as to its recommendations regarding the proportion of the service and assets to be taken over in each case and the amount of compensation to be paid, and relies on it to deal fairly with the operators on the one hand while at the same time safeguarding the interests of the taxpayers on the other:
(3) No operator will receive less than the present-day market value of land, buildings, vehicles, and other tangible assets used in the business and valued as a complete operating unit, plus a sum of not less than 20 per cent. of the value of the aforesaid tangible assets:
Now, therefore, I, Henry Greathead Rex Mason, acting for the Minister of Transport, do in terms of section 11 of the Transport Licensing Amendment Act, 1936, hereby appoint you the said Sir Francis Vernon Frazer, Leslie Harwood Heslop, and Sydney Smith Millington to make inquiries and report to me in respect of such goods-services or portion of a goods-service particulars of which are hereafter supplied by me to you your opinion as to what would comprise a fair and equitable basis of settlement as between the owner of such service and His Majesty the King, having view to the considerations aforesaid, and, in particular, as to what assets should in each case be acquired by His Majesty the King and what consideration should be given to the owner for the assets to be acquired:
And in so far as these presents have the effect of an appointment of you the persons aforesaid as a Commission of Inquiry, I hereby appoint you the said Sir Francis Vernon Frazer to be the Chairman of such Commission.
