Financial Instructions and Allowance Regulations for the New Zealand Military Forces amended.
AMENDMENTS No. 43.

I N pursuance and exercise of the powers and authorities conferred on me by the Defence Act, 1909, and its amendments, I, George Vere Arundell, Viscount Galway, Governor-General of the Dominion of New Zealand, do hereby amend in the manner and to the extent set forth in the Schedule hereto the Financial Instructions and Allowance Regulations for the New Zealand Military Forces, published in the Gazette dated the sixth day of August, one thousand nine hundred and twenty-five.

Financial Instructions and Allowance Regulations for the New Zealand Military Forces.

These regulations may be cited as the Financial Instructions and Allowance Regulations for the New Zealand Military Forces, 1925, Amendment No. 43.

These regulations shall be read together with and form part of the Financial Instructions and Allowance Regulations for the New Zealand Military Forces, 1925 (hereinafter called “the principal regulations”).

Except where otherwise provided, these regulations shall come into force on the day following notification in the Gazette of the making hereof.

Regulation 54 of the principal regulations (as heretofore amended in Gazette No. 38, dated 10th June, 1926, Gazette No. 58, dated 26th July, 1928, Gazette No. 40, dated 25th May, 1933, and Gazette No. 90, dated 6th December, 1934) is revoked, and the following substituted with effect from 1st July, 1936:—

With the exception of jackets, denim, trousers, denim, and shoes, canvas, brown, the clothing enumerated in paragraph 52 will not be renewed by subsequent issues, but an annual uniform-upkeep allowance of £7 10s. to warrant officers and non-commissioned officers of and above the rank of Staff Sergeant, and of £5 to all other ranks, shall be made, payable on 1st April in advance. The soldier will be held responsible that his uniform as enumerated above is at all times complete and serviceable. This grant will not be payable until after twelve months from date of enlistment, or, in the case of a non-commissioned officer promoted from the rank of sergeant, the higher rate of £7 10s. will not be payable until twelve months after date of promotion, the lower rate obtaining in the meantime. Prior to the payment of the annual uniform allowance being made, a certificate must be furnished to the Paymaster by the soldier’s Commanding Officer to the effect that he is in possession of a complete and serviceable uniform.

Regulation 71 of the principal regulations (as heretofore amended in Gazette No. 92, dated 12th December, 1935) is revoked, and the following substituted with effect from 1st day of July, 1936:—

Travelling-allowance at the following rates shall be paid. Such allowance shall include meals and porterage, and shall be paid only on defined absence from residence or headquarters. (Travelling-allowance shall not be drawn while under canvas, or while with troops who are rationed.) In all cases “a day” means a day of twenty-four hours:—

- Regulations 51, 63, 91, 93, 101, 103, 104, 109, 119, 122, and 140 of the principal regulations (as heretofore amended in Gazette No. 40 of 25th May, 1933) are further amended as follows with effect from 1st July, 1936:—
Reg. 51.—Delete “£14 8s.,” and substitute “£16.” Delete “£5 8s.,” and substitute “£6.”
Reg. 63.—Line 4: Delete “3s. 6d.” and “2s. 6d.,” and substitute “4s.” and “3s.” respectively.
Reg. 91.—Clause (a), line 2: Delete “£15,” and substitute “£18.” Clause (b), line 1: Delete “£25,” and substitute “£30.”
Reg. 93.—Line 4: Delete “£15,” and substitute “£18.”
Reg. 101.—Delete the rates of allowances and substitute the following:—

Regulation 119A of the principal regulations (as set out in Gazette No. 32, dated 12th April, 1928, and amended in Gazette No. 40, dated 25th May, 1933) is further amended with effect from 1st July, 1936, by deleting “2s.” in the first line, and substituting “2s. 6d.”

Regulations 129B, 129C, and 129D (as set out in Gazette No. 81, dated 19th November, 1925, and amended in Gazette No. 40, dated 25th May, 1933) are further amended as follows, with effect from 1st July, 1936:—
Reg. 129B.—Line 6: Delete “5s. 6d.,” and substitute “6s. 3d.” Line 7: Delete “4s. 6d.,” and substitute “5s.”
Reg. 129C.—Line 7: Delete “18s.,” and substitute “£1.” Line 8: Delete “13s. 6d.,” and substitute “15s.”
Reg. 129D.—Line 2: Delete “18s.,” and substitute “£1.”
- The principal regulations are amended by inserting next after Regulation 144 thereof the following additional regulation:—
144A. Petrol and oil allowance:—
An issue of petrol and oil may be allowed to members of motor-cycle units on the basis of 40 miles per gallon of petrol and 360 miles per pint of oil for the purpose of carrying out military training.
The maximum quantities per annum which may be issued to any one individual under this regulation will be as laid down from time to time in General Orders.
