Appointments in the Public Service.
Office of the Public Service Commissioners,

THE Public Service Commissioners have made the following appointments in the Public Service:—
Miss Irene Doris Paulger,
to be Registrar of Births and Deaths of Maoris at Maungapohatu, as from the 1st day of March, 1937.
Denis Barrett,
to be Deputy Registrar of Births and Deaths of Maoris at Feilding, as from the 8th day of March, 1937.

Provisional Plan for Reorganization of Flax Industry.
PURSUANT to the provisions of subsection (3) of section 9 of the Industrial Efficiency Act, 1936, I hereby give notice that a provisional plan of rehabilitation and reorganization of the flax (Phormium tenax) industry has been prepared by the Bureau of Industry, and that the following are the material proposals contained in the plan:—

Minimum guaranteed prices for phormium fibre to be declared from time to time, such prices to be based on a grade schedule, and to remain in force for a sufficient time to secure necessary stability in the industry.

A system of licensing of flaxmills to be introduced.

An immediate advisory service for flaxmillers to be established by the Government, such service being designed to make available to flaxmillers the most up-to-date information in regard to improvements in the methods and machinery used in the processing of phormium fibres.

The Government to provide finance for—
(a) The purchase of approved grades of phormium fibre at declared selling points.
(b) The marketing under the control of the State of such fibre overseas and internally.
(c) The provision of stocks overseas, and the prosecution of publicity and investigational work, including the maintenance of contact with spinners of fibre, with a view to encouraging the greater use of New Zealand phormium overseas.

Government protection to be given for the development of the domestic textile industry by means of restricting imports of raw or manufactured material as occasion warrants.

The fostering of the domestic manufacture of textiles, cordage, &c., from phormium.
-
The control, if considered necessary, of the level of royalties charged on Phormium tenax supplied to mills.
-
A properly staffed and equipped research organization to be established with the object of investigating all problems associated with the cultivation, processing, and utilization of Phormium tenax.

A suitable area of land to be purchased by the Government and used for the following purposes:—
(a) To supply phormium leaf, including cultivated leaf, to a Government-operated mill to be established on the lines indicated in section 10.
(b) To propagate and grow phormium plants of approved strains.
(c) For experimental work on planting, cultivation, harvesting, and utilization of phormium.
- A Government mill to be established, consisting of—
(a) An experimental section.
(b) A commercial section of approximately 300 tons per annum capacity.

Approved strains of phormium plants to be tested and multiplied, and distribution arranged to commercial areas.

An Industrial Committee to be set up under the Industrial Efficiency Act, the Committee to be given by regulations the necessary powers to reorganize and control the industry in accordance with the plan of rehabilitation.
Any person or organization who, in his opinion, will be directly affected thereby if and when the plan is brought into operation is requested, if he so desires, to forward to me in writing, within one month of the date of publication of this notice, any recommendations or objections to the plan.

Notice under the Shops and Offices Act, 1921–22, and its Amendments, prohibiting the Sale within the Borough of Te Awamutu of certain Goods comprised in the Trade of a Tobacconist.
WHEREAS a petition in writing signed by a majority of the occupiers of all the tobacconists’ shops within the Borough of Te Awamutu has been forwarded to me desiring that the sale of certain goods comprised in the trade of a tobacconist—namely, cigars, cigarettes, tobacco, and smoking-requisites—be prohibited during such time as the said shops are required to be closed in pursuance of the Shops and Offices Act, 1921–22 :
And whereas I, Hubert Thomas Armstrong, Minister of Labour, am satisfied that the sale of the said goods is comprised in the said trade within the said borough, and that the signatures to such petition represent a majority of the occupiers of all the said shops within the said borough :
Now, therefore, in pursuance of section 33 of the said Act, I do hereby direct that on and after the 22nd day of March, 1937, the sale of the said goods within the said borough shall be and is hereby prohibited as follows: On Mondays, Tuesdays, Wednesdays, and Thursdays after the hour of 5.30 p.m., and on Fridays after the hour of 9 p.m., with the following exceptions—(1) On the working-day immediately preceding Good Friday, and on the working-day immediately preceding Anniversary Day, Anzac Day, or the King’s Birthday, when any such day falls on a Friday, the sale of the said goods shall be prohibited after the hour of 9 p.m.; and (2) on the working-day immediately preceding Christmas Day, and on the working-day immediately preceding New Year’s Day, the sale of the said goods shall be prohibited after the hour of 10 p.m.

Approving of Red Rear Reflectors for Bicycles in Terms of the Traffic Regulations, 1936.
IN terms of Regulation 21, clause (2), of the Traffic Regulations, 1936, I, Robert Semple, Minister of Transport, do hereby approve for the purposes of the said regulation of the red reflectors of the make and type described in the Schedule hereto.

Colours prescribed for Figures in Indication-discs in Terms of the Heavy Motor-vehicle Regulations, 1932.
IN pursuance and exercise of the powers conferred by Regulation 13 of the Heavy Motor-vehicle Regulations, 1932, I, Robert Semple, Minister of Transport, do hereby declare that the colours for the figures on indication-discs for the license year commencing on the 1st day of June, 1937, shall be as follows:—
For the number “1” (indicating the first quarter), scarlet.
For the number “2” (indicating the second quarter), emerald.
For the number “3” (indicating the third quarter), yellow-ochre.
For the number “4” (indicating the fourth quarter), cobalt blue.
