July 11.] THE NEW ZEALAND GAZETTE. 1867
Entry of Particulars.
- The said particulars shall be entered immediately after any event that requires the making of an entry.
Inspection of Register.
- The owner shall permit any Surveyor of Ships or Inspector of Gear at all reasonable times to inspect the register and make copies of any entries therein.
PART VII.—CHAINS.
Specifications for Short-link Chains.
- All short-link chains for use as cargo gear shall comply with the following requirements :—
(a) The whole of the iron used in the manufacture of the chain shall be of the description known as “puddled wrought iron.” In no case shall steel be used as an admixture. The bars shall be free from surface defects. The iron shall not contain more manganese than 0·1 per centum determined by analysis of drillings taken from the finished chain.
(b) The diameter of the iron bar used for making the links shall be not less than the respective diameter set out in the First Column of Table No. 1 in the Second Schedule hereto, and shall not exceed it by more than 1/32.
(c) The outside dimensions of the common links shall be as follows: In length not more than four and a half times and in width not more than three and a quarter times the diameter of the iron bar used for making the common links.
(d) The average weight per fathom of the finished chain shall be not more than 5 per centum over or 2½ per centum under the respective weight set out in the Second Column of the said Table No. 1.
(e) The chain shall be of the highest grade of hand-welded workmanship. The welds shall be carefully tooled, and shall be so proportioned as to allow free movement between the links, but shall in no case be less than the nominal diameter of the chain.
(f) A test sample of a clear length of 36 in. from each 100 fathoms of chain or part of 100 fathoms shall be subjected to the proof load set out in the third column of the said Table No. 1, and the sample shall afterwards be subjected to the test load set out in the fourth column of said Table No. 1, and shall have an elongation per 36 in. of chain upon application of the test load, exclusive of elongation produced by the proof load, of at least the respective elongation set out in the Fifth Column of the said Table No. 1. A test sample consisting of five links adjacent to the aforementioned sample and having the central link nicked at the centre on the face of one side and on the reverse face of the other side to a depth of one-quarter of the diameter shall be tested to destruction by a tensile load, and the fractures shall show a clean silky fibre throughout, free from dirt, localized concentrations of slag, or any coarse crystalline spots or streaks. One of the half links cut through the crowns in removing the aforementioned samples shall be subjected to a cold bend test and one shall be subjected to a hot bend test in each case without showing signs of fracture on the outsides of the bent portions. The whole length of a chain shall withstand the respective proof load set out in the Third Column of the said Table No. 1 without any link showing flaws, cracks, fractures, or other defects.
Testing of Chain.
- The testing referred to in the last preceding regulation shall comply with the following requirements :—
(a) The test shall be conducted in the manner prescribed in B.S. Specification No. 394/1930 and with a testing-machine of a type conforming to the requirements therein prescribed.
(b) An identification mark shall be stamped on all end links of a chain from which test samples are taken.
(c) A test certificate in the form No. 1 set out in the First Schedule hereto and complying with the requirements hereinafter contained shall be supplied in respect of every chain.
(d) Every test certificate shall be signed by a person witnessing the tests, who shall be an independent authority such as the responsible testing officer of a licensed proving house or a Board of Trade Surveyor or a Surveyor of an approved classification society or other duly qualified testing officer.
