(e) For motor-vehicles which are passenger-service vehicles within the meaning of the Transport Licensing Act, 1931, and are public motor-vehicles within the meaning of the Motor-vehicles Insurance (Third-party Risks) Regulations, 1934—
(i) If the vehicle is an omnibus as defined in the Passenger-service Vehicle (Constructional) Regulations, 1933, a series of numerals preceded by the letter P.
(ii) If the vehicle is a service-car or a service-coach as defined in the Passenger-service Vehicle (Constructional) Regulations, 1933, a series of numerals preceded by the letter S.
(iii) If the vehicle is a passenger truck as defined in the Passenger-service Vehicle (Constructional) Regulations, 1933, a series of numerals preceded by the letter V.

(f) For motor-vehicles which are contract motor-vehicles as defined in the Motor-vehicles Insurance (Third-party Risks) Regulations, 1934, or motor-vehicles which carry school-children and which are insured under clause (8) (d) of the Motor-vehicles Insurance (Third-party Risks) Regulations, 1934, a series of numerals preceded by the letter V.

(g) For motor-vehicles (other than rental cars and private-hire cars) which are vehicles described by paragraphs (a), (b), and (c), inclusive, of the definition of “Passenger-service vehicle” in section 2 of the Transport Licensing Act, 1931, a series of numerals preceded by the letter T.

(h) For every trailer, a series of numerals preceded by the letter R.

(i) For motor-vehicles the registration-plates for which are not prescribed by paragraphs (a), (b), (c), (d), (e), (f), (g), and (h) of this regulation, and the gross weight of which unladen, together with the manufacturer’s rating of weight-carrying capacity, measures over 2 tons avoirdupois, a series of numerals preceded by the letter H.

(j) For motor-vehicles the registration-plates for which are not prescribed by paragraphs (a), (b), (c), (d), (e), (f), (g), and (h) of this regulation, and the gross weight of which unladen, together with the manufacturer’s rating of weight-carrying capacity, does not measure over 2 tons avoirdupois, a series of numerals preceded by the letter L.

  1. For the purposes of these regulations “caravan” means a motor-vehicle (other than a trailer) suitably designed to serve as a human abode.

  2. Where any vehicle comes within two or more classifications, as set out in these regulations, the appropriate registration-plates shall be those signifying liability for payment of the higher amount of third-party insurance premium.

  3. Application for a license to use a motor-vehicle shall be in the form numbered 3 in the Schedule hereto or to the effect thereof.

  4. On completion of the registration and licensing of a motor-vehicle, the Deputy-Registrar shall supply to the owner of the motor-vehicle the appropriate registration-plates. A charge sufficient to cover the cost of such plates may be made.

  5. Notice of the destruction of any motor-vehicle or of its permanent removal from New Zealand, or of the fact that any motor-vehicle has become permanently useless, required by section 15 of the said Act to be given to the Deputy-Registrar at whose office the motor-vehicle is registered, shall be in the form numbered 5 in the Schedule hereto or to the effect thereof.

  6. Notice of the change of ownership of any motor-vehicle required by subsection (1) of section 17 of the said Act to be given to the Deputy-Registrar at whose office the motor-vehicle is registered shall be in the form numbered 6 in the Schedule hereto or to the effect thereof, and the endorsement required by subsection (2) of that section shall be in the form numbered 7 in the said Schedule.

  7. The application to be made by any manufacturer of or dealer in motor-vehicles for the issue of registration-plates with a distinguishing mark as required by subsection (1) of section 18 of the said Act shall be in the form numbered 8 in the Schedule hereto or to the effect thereof.

  8. There shall be kept by the Registrar a register of all persons being dealers in or manufacturers of motor-vehicles to whom registration-plates are issued in terms of section 18 of the said Act.

  9. (1) If any registration-plate or certificate of registration issued in respect of a motor-vehicle is lost or mutilated or becomes illegible, it shall be the duty of the owner of the motor-vehicle forthwith to make application to the appropriate Deputy-Registrar for a substitute for such plate or a duplicate of such certificate of registration.

(2) On receipt of such application and on being satisfied as to the facts, the Deputy-Registrar shall, on payment of the fees hereinafter prescribed, issue a substitute for such registration-plate or a duplicate of such certificate as the case may require.

(3) Every application for a duplicate certificate of registration shall be in the form numbered 4 in the Schedule hereto or to the effect thereof.

(4) Every application for a substitute registration-plate shall be made in the form numbered 9 in the Schedule hereto or to the effect thereof.

(5) In respect of the issue of such substitutes or duplicates, the following fees shall be payable:—
(a) For every duplicate certificate of registration a s. d. fee of . . . . . . . . . . 2 6
(b) For every set of substitute registration-plates a fee sufficient to cover the cost of the plates and the issue thereof.

  1. The registration of any motor-vehicle which has not been licensed for two successive licensing years shall be cancelled by the Registrar of Motor-vehicles upon the next succeeding 1st day of June. Where a registration has been cancelled in pursuance of this regulation, an annual license shall not thereafter be issued in respect of that vehicle unless and until it has been re-registered and the appropriate registration fee has been paid.

  2. (1) For the licensing year commencing on the 1st day of June, 1934, the said distinguishing marks shall be embossed and coloured white on a No. 5 Oxford blue ground.
    (2) For the licensing year commencing on the 1st day of June, 1935, and for each subsequent licensing year, the distinguishing marks shall be embossed and coloured as may be directed by the Minister of Transport by notice published in the Gazette.

  3. When during the currency of a licence a motor-vehicle is used for a purpose different from that indicated by the registration-plates issued in respect of such vehicle, then it shall be obligatory upon the owner thereof forthwith to procure the appropriate substitute registration-plates.

  4. No substitute set of registration-plates shall be issued under these regulations until the owner has surrendered to the Deputy-Registrar the plates previously issued for the current year for the vehicle, or on proof to the satisfaction of the Deputy-Registrar that such plates have been lost or destroyed.

  5. Applications for registration-plates received between the date of publication of this Order in Council in the Gazette and the 1st day of June, 1934, shall be dealt with in the manner in which they would have been dealt with had the regulations hereby revoked remained in force until the 31st day of May, 1934.

  6. Every person who fails to comply with any of the requirements of these regulations shall be liable on conviction to a fine of twenty pounds.
