SCHEDULE.

FINANCIAL INSTRUCTIONS AND ALLOWANCE REGULATIONS FOR THE NEW ZEALAND MILITARY FORCES.

  1. Paragraph 2 (5): Delete “Command Paymasters,” and substitute “Command Accountants.”
  2. Paragraph 2 (6): Delete “D.F.S.,” and substitute “Under-Secretary.”
  3. Paragraph 24, line 7: Delete “Director of Financial Services,” and substitute “Accountant at General Headquarters.”
  4. Paragraph 29, line 2: Delete the words “the Director of Financial Services at.”
  5. Paragraph 36 is hereby revoked, and the following substituted:—
    “36. All communications regarding financial or administrative matters (other than those dealing with military policy and the technical organization, training, and equipment of the Forces) may be conducted between the Under-Secretary, General Headquarters, and Command Headquarters.”
  6. Paragraph 37 is hereby revoked, and the following substituted:—
    “37. Routine correspondence on accounting matters may be conducted between the Accountant at General Headquarters and the Command Accountant.”
  7. At the end of Section I add the following subheading and paragraph:—

Fees for Preparation of Documents.

“40A. In cases where a deed, lease, license, agreement, or other document of a like nature is prepared by or on behalf of the Minister of Defence in his own name or in the name of the Crown, or on behalf of of the Defence Department, in respect of the leasing, licensing, or letting of any departmental property, an administrative fee according to the following scale, as may be decided by the Under-Secretary, may be required to be collected from the party or parties to whom the property is being leased, licensed, or let. Every fee so collected will be paid to the Public Account as a credit in aid of the Defence Vote.

  1. Paragraph 42 is hereby deleted, and the following substituted:—
    “42. In every case where increments of pay are provided for, such increments shall only be payable on the recommendation of the G.O.C. or O/C Command to the effect that the officer, warrant officer, non-commissioned officer, or man has reached the necessary standard of efficiency, and that his conduct has in every way been satisfactory.”
  2. Paragraph 43: Delete the rates of pay, and substitute the following, those shown in column (1) being the rates in force for period 1st April, 1931, to 31st March, 1932, and those in column (2) being the rates in force with effect from 1st April, 1932:—
