“Date of qualification” means the date of commencement of the University Entrance Scholarship examination conducted by the University at which any person qualifies for a bursary irrespective of the date on which during the course of such examination he first presented himself for examination :
“Supervising Authority” means—
(a) The Chairman of the Professorial Board of a constituent college or college established in connection with the University ;
(b) In other cases, the Principal of any recognized professional school not subject to the Professorial Board of a constituent college :
“University Bursary” means a bursary heretofore awarded pursuant to section 27 of the New Zealand University Amendment Act, 1914, and its amendments.
II. QUALIFICATIONS.

No University National Bursary shall be awarded to any person unless—
(a) He has been resident in the Dominion for three years immediately preceding the date of qualification ;
(b) He has produced to the Director satisfactory evidence of character ;
(c) He was under nineteen years of age on the first day of December nearest to the date of qualification ;
(d) He has qualified for a bursary in accordance with clauses 5 to 8 hereof. -
Every person seeking to obtain a University National Bursary shall, not later than the 1st day of February in the year following the date of qualification, make application to the Director on the form provided, and such form shall be accompanied by evidence of the qualifications specified in clause 3 hereof.
III. AWARD OF BURSARY.

All bursaries shall be awarded to candidates selected in order of merit according to the University Entrance Scholarship examination, subject, however, to the next three succeeding clauses hereof.

A candidate may offer himself for examination in subjects the maximum award of marks for which is not less than 1,800 or does not exceed 3,000, and the marks gained by the candidate shall for the purposes of these regulations be adjusted to a maximum of 2,800 marks in such manner as the Director deems equitable.

Any person to whom prior to the coming into force of these regulations a University Bursary has been awarded shall be entitled to a University National Bursary in continuation of the benefits of such University Bursary subject to the following conditions :—
(a) The term thereof shall be computed and all the provisions of these regulations shall apply thereto in like manner as if a University National Bursary under these regulations had been granted to such person at the date when he was awarded a University Bursary.
(b) The provisions of this clause shall apply where such University Bursary has been postponed, suspended, or rendered dormant pursuant to the statutes of the University in force in that behalf.
(c) The provisions of this clause shall not apply where such University Bursary has expired, lapsed, or been forfeited. -
Any person who during the years 1930 and 1931 has qualified for a University Bursary but to whom such University Bursary has not yet been awarded shall be entitled to apply for a University National Bursary upon sitting for the next University Entrance Scholarship Examination to be held after the coming into force of these regulations, and no such person shall be debarred from an award by reason only of not being under nineteen years of age on the 1st day of December next.
IV. TERM OF BURSARY.

Except as hereinafter provided, a bursary shall be given for a period of three years.

The Director may in his discretion extend any bursary for one additional year on the recommendation of the Supervising Authority.

The term for which a bursary is held shall be continuous, save that—
(a) The Director may in his discretion permit the holding of any bursary to be suspended for a period or periods not longer in the aggregate than one year during its currency ;
