Appointments, Promotions, and Transfers of Officers of the N.Z. Military Forces.

HIS Excellency the Governor-General has been pleased to approve of the appointments, promotions, and transfers of the undermentioned officers of the N.Z. Military Forces.

THE AUCKLAND MOUNTED RIFLES.

Captain S. C. Reid, M.C., ceases to be attached to the Auckland Regiment (Countess of Ranfurly’s Own), and is transferred to the Regimental Supernumerary List. Dated 14th December, 1931.

THE AUCKLAND REGIMENT (COUNTESS OF RANFURLY’S OWN).

Captain S. C. Reid, M.C., The Auckland Mounted Rifles, ceases to be attached. Dated 14th December, 1931.

The undermentioned Lieutenants, 2nd C Battalion, to be Captains:—

A. M. Nicholson. Dated 11th September, 1931.
F. M. Price. Dated 16th November, 1931.

THE HAURAKI REGIMENT.

The appointments of the undermentioned 2nd Lieutenants (on probation), 1st C Battalion, are confirmed:—

E. W. Seville.
E. W. P. Massey.

THE WELLINGTON REGIMENT.

The appointments of the undermentioned 2nd Lieutenants (on probation) are confirmed:—

A. W. Griffin, 1st C Battalion.
J. B. Hepworth, 1st Battalion.
A. H. Payne, 1st C Battalion.

THE HAWKE’S BAY REGIMENT.

Lieutenant J. C. Holmes (Reserve of Officers, The Royal Sussex Regiment) is attached to the 1st Battalion. Dated 9th December, 1931.

THE TARANAKI REGIMENT.

William Edward Bennett (ex-Lieutenant, the Wellington Regiment) to be Lieutenant, with seniority as from 3rd April, 1929, and is transferred to the Reserve of Officers, Class I (b), R.D. 8. Dated 10th August, 1931.

THE SOUTHLAND REGIMENT.

The appointment of 2nd Lieutenant (on probation) T. J. Arnold, 1st C Battalion, is confirmed.

N.Z. ARMY SERVICE CORPS.

2nd Lieutenant A. W. S. Littlejohn, 1st Composite Company, to be Lieutenant. Dated 16th November, 1931.

N.Z. MEDICAL CORPS.

Major F. W. Kemp, M.C., M.D., 2nd Field Ambulance, to be Lieutenant-Colonel. Dated 14th December, 1931.
Captain W. R. Lawrence, M.B., is transferred to the Reserve of Officers, Northern Command. Dated 18th November, 1931.
Captain A. T. McCaw, F.R.C.S., Eng., ceases to be attached to the Southland Regiment, and is transferred to the Reserve of Officers, Southern Command. Dated 14th December, 1931.

Section 31, Local Bodies’ Loans Act, 1926.—Cancellation of Debentures, Franklin Electric-power Board.

WHEREAS by section 31 of the Local Bodies’ Loans Act, 1926 (hereinafter referred to as “the said Act”), it is provided that where a local authority has executed any debentures, it may, in certain cases, with the precedent consent of the Minister of Finance, cancel those debentures and issue new debentures in lieu thereof:

And whereas the Franklin Electric-power Board has, by letter dated 3rd December, 1931, applied to the Minister of Finance for permission to cancel certain debentures executed by the said Board—namely, debentures numbered seventy-seven (77) to one hundred (100) inclusive (hereinafter referred to as “the said debentures”), for one hundred pounds (£100) each, totalling two thousand four hundred pounds (£2,400), being portion of a ten thousand pound (£10,000) series of debentures issued in respect of the Special Loan, 1929, of seventy-five thousand pounds (£75,000), and to issue new debentures in lieu thereof:

And whereas the said debentures have not been disposed of by way of hypothecation under section 34 of the said Act:

Now, therefore, I, George William Forbes, Acting Minister of Finance, acting in exercise of the powers conferred upon me by the said Act, do hereby consent to the cancellation of the said debentures, and to the issue of new debentures in lieu thereof.

Date of Election by Fire Insurance Companies to fill Extraordinary Vacancy on the Dunedin Fire Board.

Wellington, 5th January, 1932.

PURSUANT to the Fire Brigades Act, 1926, and the rules made thereunder, I, Adam Hamilton, being the Minister charged with the administration of the said Act, do hereby appoint Friday, 22nd January, 1932, to be the date for holding the election of one member of the Dunedin Fire Board by the fire-insurance companies concerned, such election being held to fill the extraordinary vacancy caused by the resignation of Mr. Alfred Burn.

Examination of Officers of the New Zealand Division of the Royal Naval Volunteer Reserve for Certificates of Efficiency in Navigation.

WHEREAS it is desirable to make rules for the examination of officers of the New Zealand Division of the Royal Naval Volunteer Reserve for Certificates of Efficiency in Navigation:

Now, therefore, in pursuance and exercise of the powers and authorities conferred upon me by section 23 of the Shipping and Seamen Act, 1908, and of all other powers and authorities enabling me in that behalf, I do hereby make the following rules for the purpose aforesaid, and do hereby order that these rules shall come into force on the 1st day of January, 1932.

RULES.

  1. MEMBERS of the R.N.V.R. may, on the recommendation of the Officer commanding the Division, be examined for a Certificate of Efficiency in Navigation. This certificate, which will be issued by the Marine Department, is purely honorary, and will not be available for use in any capacity whatever on board ship.

  2. The name of a candidate who desires to be examined should be submitted to the Principal Examiner by the Officer commanding the Division, together with his recommendation.

  3. Candidates must comply with the rules for the conduct of examination of masters and mates, and must fill in an application form (Exn. 2) and pay a fee of £1 at a Mercantile Marine Office. If they should be successful in passing the examination, a fee of 2s. 6d. will be charged for the certificate. Candidates will not be examined in sight test.

  4. Candidates will be examined in the written part of the syllabus for a Certificate of Competency as Master of a Home-trade Ship defined by Rules Nos. 86–89 inclusive of the rules for examination of Masters and Mates for Certificates of Competency, and in the use and adjustment of the sextant.

Appointment in the Public Service.

to be an Assistant Inspector as provided by section 95 (2) of the Hospitals and Charitable Institutions Act, 1926, as from the 19th day of December, 1931.
