Order in Council consenting to the Hawke's Bay Children's Home (Incorporated) borrowing Moneys by way of Bank Overdraft.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 22nd day of December, 1931.
Present:
THE RIGHT HON. G. W. FORBES, PRESIDING IN COUNCIL.
WHEREAS the Hawke's Bay Children's Home (incorporated), (hereinafter called "the said local authority"), is desirous of raising the sum of two thousand five hundred pounds by a loan to be known as "Earthquake Loan, 1931," for the purpose of erecting the Children's Home at Eskdale (known as "France House") to replace that destroyed by the earthquake:
And whereas the said local authority has complied with the provisions of the Local Government Loans Board Act, 1926 (hereinafter called "the said Act"), and it is expedient that the precedent consent of the Governor-General in Council under the said Act should be given to the borrowing as aforesaid on the terms and conditions hereinafter set forth:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred on him by the said Act, and of all other powers and authorities enabling him in this behalf, doth hereby consent to the borrowing of moneys by the said local authority to the following extent and subject to the following conditions:-
(1) Such borrowing may be from time to time by way of bank overdraft.
(2) The rate of interest payable from time to time shall not exceed current bank overdraft rates of interest to best customers.
(3) The total amount owing of money borrowed under this authority, including unpaid interest (if any), shall not at any time exceed the sum of two thousand five hundred pounds:
(4) In the financial year ending thirty-first March, one thousand nine hundred and thirty-three, and in each financial year thereafter, the moneys so borrowed shall be reduced by the sum of not less than two hundred and fifty pounds.
(5) No money shall be borrowed under this authority at any time after the thirty-first day of March, one thousand nine hundred and thirty-three.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 22nd day of December, 1931.
Present:
THE RIGHT HON. G. W. FORBES, PRESIDING IN COUNCIL.
WHEREAS the Auckland Transport Board (hereinafter called "the said local authority"), is desirous of raising the sum of twenty thousand pounds by a loan to be known as "Relief of Unemployment Loan, 1931," for the purpose of providing relief for unemployment by reconstructing tram-tracks:
And whereas the said local authority has complied with the provisions of the Local Government Loans Board Act, 1926 (hereinafter called "the said Act"), and it is expedient that the precedent consent of the Governor-General in Council under the said Act should be given to the borrowing as aforesaid on the terms and conditions hereinafter set forth:
And whereas the Minister of Finance has given his precedent consent as required by section one hundred and fourteen of the Local Bodies' Loans Act, 1926, to the borrowing by the said local authority of the said loan, at such rate or rates of interest as shall not produce to the lenders a rate exceeding the rate hereinafter mentioned:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred on him by the said Act, and by section one hundred and fourteen of the Local Bodies' Loans Act, 1926, and of all other powers and authorities enabling him in this behalf,
doth hereby consent to the raising by the said local authority of the said loan up to the amount of twenty thousand pounds, at such rate or rates of interest as shall not produce to the lenders a rate exceeding the rate of five pounds five shillings per centum per annum, subject to the condition that the said sum shall be repaid by annual instalments of not less than two thousand five hundred pounds in each of the first seven years of the currency of the loan and the balance in the eighth year.

Office of Second Assistant Secretary to the Treasury added to Administrative Division.

ORDER IN COUNCIL.

THE RIGHT HON. G. W. FORBES, PRESIDING IN COUNCIL.
WHEREAS by subsection two of section eighteen of the Public Service Act, 1912, it is enacted that the Commissioner may, whenever it appears advantageous to the Public Service so to do, certify to the Governor-General that it is expedient to add any office to or to abolish any office from the Administrative Division of the Public Service of New Zealand; and the Governor-General in Council may, upon such certificate, add any office to the Administrative Division or abolish any office therein:
And whereas the Public Service Commissioner has certified to the Governor-General that it is expedient to add the office of Second Assistant Secretary to the Treasury, Treasury Department, to the said Administrative Division:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers conferred on him by the said section, and of all other powers enabling him in this behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby add the office of Second Assistant Secretary to the Treasury Department to the said Administrative Division.

Recreation Reserves in Nelson Land District brought under Part II of the Public Reserves, Domains, and National Parks Act, 1928.

ORDER IN COUNCIL.

THE RIGHT HON. G. W. FORBES, PRESIDING IN COUNCIL.
BY virtue of the powers and authorities vested in me by the thirty-fourth section of the Public Reserves, Domains, and National Parks Act, 1928, I, Charles, Baron Bledisloe, Governor-General of the Dominion of New Zealand, by and with the advice and consent of the Executive Council of the said Dominion, do hereby order and declare that the reserves for recreation in the Nelson Land District, described in the Schedule hereto, shall be and the same are hereby brought under the operation of and declared to be subject to the provisions of Part II of the said Act; and such reserves shall hereafter form part of the Rotoiti Domain, and be managed, administered, and dealt with as a public domain by the Rotoiti Domain Board.
SCHEDULE.
NELSON LAND DISTRICT.
SECTION 17, St. Arnaud Township Extension No. 2 : Area, 2 acres 2 roods 27 perches, more or less.
Section 74, St. Arnaud Township Extension No. 2 : Area, 7 acres 3 roods 24 perches, more or less.
Also all that area, containing 1 acre 2 roods 28 perches, more or less, and being part of Section 76A, Village of Rotoiti, in Block XIII, Motupiko Survey District: Bounded towards the north and north-east by a road ; towards the south by the remaining part of Section 76A aforesaid ; and towards the west by the Black Valley Stream. As the same is more particularly delineated on a plan marked L. and S. 1/479/A, deposited in the Head Office, Department of Lands and Survey, at Wellington, and thereon bordered red.
