warehouse at the beginning and at the end of each period; (b) the total quantity of each class or kind of sugar received into and delivered from the warehouse during such period; and (c) such other particulars as the Minister may, from time to time, require. The aforesaid statement shall be verified by the licensee by a declaration in the following form:—
“I [Full name] do hereby declare that the particulars contained in this statement are true and correctly stated in every respect.

Licensee (or Agent).”
(2) Any deficiency as between (a) the quantity of each class or kind of sugar received into such a manufacturing warehouse during any period and (b) the quantity delivered from such warehouse during that period shall be accounted for to the satisfaction of the Collector.

Altering Rates of Surtax on Cartridges, Traction-engines, and Tractors.—(C. No. 87.)

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 15th day of December, 1931.

THE RIGHT HON. G. W. FORBES, PRESIDING IN COUNCIL.
IN pursuance and exercise of the powers and authorities conferred on him by section five of the Customs Acts Amendment Act, 1930, and of all other powers and authorities enabling him in that behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and being satisfied that the concession hereby prescribed is desirable in the public interest, doth hereby prescribe that the surtax payable on the goods included in Tariff item numbered 322 (1) (a)—viz., cartridges—shot, 10 to 24 bore—and on the following goods included in Tariff item numbered 348—viz., traction-engines and tractors—shall be an amount equal to one-twentieth of the total duty of Customs otherwise chargeable, in lieu of the surtax of nine-fortieths of the total duty of Customs otherwise chargeable, and doth hereby direct that this Order in Council shall come into force on the date of the publication hereof in the Gazette.

Authorizing the Exchange of a Reserve in Town of Panmure Extension No. 16, North Auckland Land District, for other Land.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 15th day of December, 1931.

THE RIGHT HON. G. W. FORBES, PRESIDING IN COUNCIL.
WHEREAS the land described in the First Schedule hereto is a reserve duly set apart for recreation purposes: And whereas it is expedient that the said land should be exchanged for the land described in the Second Schedule hereto, which the Governor-General deems at least of equal value and more suitable for the purposes of the reserve:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in exercise of the powers and authorities conferred upon him by section eight of the Public Reserves, Domains, and National Parks Act, 1928, doth hereby declare that the land described in the First Schedule hereto may be exchanged for the land described in the Second Schedule hereto.
FIRST SCHEDULE.
DESCRIPTION OF RESERVE AUTHORIZED TO BE EXCHANGED.
ALL that area in the North Auckland Land District, containing by admeasurement 1 rood 0·5 perches, more or less, being Lot 2 on plan 18944, deposited in the office of the District Land Registrar at Auckland. As the same is more particularly delineated on the plan marked L. and S. 25/787, deposited in the Head Office, Department of Lands and Survey, at Wellington, and edged red thereon.
SECOND SCHEDULE.
DESCRIPTION OF LAND TO BE OBTAINED IN EXCHANGE THEREFOR.
ALL that area in the North Auckland Land District, containing by admeasurement 1 rood, more or less, being Lot 6 on plan 18944, deposited in the office of the District Land Registrar at Auckland. As the same is more particularly delineated on the plan marked L. and S. 25/787B, deposited in the Head Office, Department of Lands and Survey, at Wellington, and edged red thereon.

Applying the Duties and Exemptions from Duty provided for in the Customs Acts Amendment Act, 1931, to the Cook Islands.—(C. No. 83.)

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 15th day of December, 1931.

THE RIGHT HON. G. W. FORBES, PRESIDING IN COUNCIL.
IN pursuance and exercise of the powers and authorities conferred upon him by section seventeen of the Customs Acts Amendment Act, 1931, and of all other powers and authorities enabling him in this behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby determine that the duties and exemptions from duty provided for in Part I of the said Act shall be in force in the Cook Islands on and from the date of this Order in Council, subject to the following modification—namely, that the duty payable on black twist tobacco shall, notwithstanding this Order in Council, continue to be the duty provided for in the Order in Council made pursuant to section nine of the Customs Amendment Act, 1927, on the thirty-first day of May, one thousand nine hundred and twenty-eight.
