(3) The master of the vessel shall make suitable arrangements

to the satisfaction of the officer of Customs and the officer of Police to
enable them to inspect and examine each passenger and each member
of the crew, and shall also provide such writing-materials and accom-
modation as may be required by those officers for the purposes of the
said Order.

(4) The Medical Officer of Health shall inform the officer of

Customs and the officer of Police as to any person on board the vessel
who comes within the restrictions of paragraph (b) or paragraph (c)
of subclause (1) of clause 4 of this Order.

(5) The officers of Customs and of Police may put such questions

as they deem necessary for the purposes of this Order to any passenger
or member of the crew.

(6) If the master or any passenger or any member of the crew

shall fail or refuse to answer any question put by an officer of Customs
or of Police under the provisions of this clause, or answers any such
question in a manner which is false or misleading in any material
particular, he shall be guilty of an offence, and shall be liable to a fine
of £50.

(7) If any passenger or member of the crew of a vessel arriving

in Samoa from places beyond Samoa shall leave the vessel before the
Collector of Customs has notified the master that all examinations,
inspections, and inquiries required to be made under this Order have
been completed, such person and the master shall each be liable to a
fine of £50.

(8) If any person other than the Pilot or Medical Officer of Health

at Apia shall board any ship arriving from beyond Samoa without
the permission of the Collector of Customs before the officers of Customs
and Police have completed their duties under this clause he shall be
guilty of an offence, and shall be liable to a fine of £50.
  1. The master of a ship or any officer or member of the crew of a

    ship if so directed by the master shall have full power and authority
    to prevent any person on board that ship from landing in Samoa in
    breach of the provisions of this Order, and for that purpose to use such
    force and means of restraint as may be reasonably necessary.

EXEMPTION OF OVERSEAS LABOURERS.

  1. (1) The provisions of clauses 4 and 15 hereof shall not apply

    to any person brought to Samoa as a labourer in accordance with any
    scheme approved by the Minister of External Affairs for the importation
    of such labourers or their service in Samoa for terms of years.

(2) The word “labourer” when used in this or the next succeeding

clause shall include a domestic labourer and a skilled or unskilled
labourer or workman of every description.

DEPORTATION OF LABOURERS.

  1. (1) When any person has arrived in Samoa (whether before or

    after the commencement of this Order) as a labourer in pursuance of
    any scheme established or consented to by the Administrator for the
    importation of such labourers and their service in Samoa for terms of
    years, or in pursuance of any contract to serve as a labourer for any
    period, it shall be lawful for the Administrator to do such acts, matters,
    and things as he thinks requisite to secure the compulsory repatriation
    from Samoa of any such labourer to the country from which he came,
    and for this purpose to terminate any contract of service to which such
    labourer may be a party.

(2) The powers given to the Administrator in the last preceding

subclause shall be deemed to include the power to arrest a labourer at
any time after the expiration or determination of his contract of service,
and thereafter to detain him in custody pending his departure from
Samoa.
