Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred on him by the Local Government Loans Board Act, 1926, and of all other powers and authorities enabling him in this behalf, doth hereby consent to the raising by the said local authority of the said loan up to the amount of eight hundred and eighty-four pounds for a term of thirty years, at such rate or rates of interest as shall not produce to the lenders a rate exceeding the rate of five pounds ten shillings per centum per annum, subject to the condition that the said local authority shall, before borrowing the said sum or any part thereof, make provision for the repayment thereof by establishing a sinking fund under the Local Bodies’ Loans Act, 1926, and shall thereafter make to such sinking fund payments at intervals of not more than one year, at a rate or rates which shall be not less than the rate of one pound ten shillings per centum, such payments to be made in respect of every part of the said sum for the time being so borrowed and not repaid, and the first payment to be made not later than one year after the first day from which interest to the lender is computed on any moneys so borrowed, and subject to the further condition that no portion of interest or sinking fund shall be paid out of loan-moneys.

Order in Council consenting to the Raising of a Loan of £2,400 by the Buckley Drainage Board, and prescribing Rate of Interest.

ORDER IN COUNCIL.

At the Government House at Wellington, this 5th day of December, 1929.

Present:

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

WHEREAS the Buckley Drainage Board (hereinafter called “the said local authority”) is desirous of raising the sum of two thousand four hundred pounds by a loan to be known as “Flood-protection Improvement Loan, 1929,” for the purpose of improvement of flood-protection works:

And whereas the said local authority has complied with the provisions of the Local Government Loans Board Act, 1926 (hereinafter called “the said Act”), and it is expedient that the precedent consent of the Governor-General in Council under the said Act should be given to the raising of the said loan on the terms and conditions hereinafter set forth:

And whereas the Minister of Finance has given his precedent consent as required by section one hundred and fourteen of the Local Bodies’ Loans Act, 1926, to the borrowing by the said local authority of the said loan, at such rate or rates of interest as shall not produce to the lenders a rate exceeding the rate hereinafter mentioned:

Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred on him by the said Act, and by section one hundred and fourteen of the Local Bodies’ Loans Act, 1926, and of all other powers and authorities enabling him in this behalf, doth hereby consent to the raising by the said local authority of the said loan up to the amount of two thousand four hundred pounds for a term of twenty years, at such rate or rates of interest as shall not produce to the lenders a rate exceeding the rate of six pounds per centum per annum, subject to the condition that the said local authority shall, before borrowing the said sum or any part thereof, make provision for the repayment thereof by establishing a sinking fund under the Local Bodies’ Loans Act, 1926, and shall thereafter make to such sinking fund payments at intervals of not more than one year, at a rate or rates which shall be not less than the rate of three pounds per centum, such payments to be made in respect of every part of the said sum for the time being so borrowed and not repaid, and the first payment to be made not later than one year after the first day from which interest to the lender is computed on any moneys so borrowed, and subject to the further condition that no portion of interest or sinking fund shall be paid out of loan-moneys.

Regulations under the Plumbers Registration Act, 1912, amended.

ORDER IN COUNCIL.

At the Government House at Wellington, this 5th day of December, 1929.

Present:

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

IN pursuance and exercise of the powers and authorities conferred on him by section sixteen of the Plumbers Registration Act, 1912 (hereinafter referred to as “the said Act”), His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council, doth hereby amend an Order in Council making additions to regulations under the said Act made on the eighth day of August, one thousand nine hundred and twenty-seven, and published in the Gazette on the eleventh day of the same month at page 1645, by revoking the whole of paragraph (5) in the Schedule to the said Order, and substituting therefor the following paragraph:—

“(5) Mosston: That portion of the Waitotara County known as the Mosston Riding.”

Validating Proceedings in connection with the Grey Electric-power Board’s Loan of £50,000.

ORDER IN COUNCIL.

At the Government House at Wellington, this 5th day of December, 1929.

Present:

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

WHEREAS the Grey Electric-power Board lately proceeded to raise a loan of fifty thousand pounds under the Local Bodies’ Loans Act, 1913 (hereinafter referred to as “the said Act”) for the purposes of—

(1) The purchase and construction of electric works as defined in the Electric-power Boards Act, 1925, for the supply of electricity within the Grey Electric-power District:

(2) To exercise the power conferred upon it by sections one hundred and eighteen and one hundred and twenty of the Electric-power Boards Act, 1925 (Advances):

And whereas the proceedings in connection with the said loan were irregular or defective in that—

(a) In the voting-paper used at the poll for the said loan (hereinafter referred to as “the said voting-paper”) the Local Bodies’ Loans Act, 1913, was cited instead of the Local Bodies’ Loans Act, 1926:

(b) The said voting-paper was not in conformity with the form set out in the Schedule to the Local Bodies’ Loans Act, 1926, in that the words “I vote” did not appear at the beginning of the two lines provided for the exercise of the ratepayer’s vote:

And whereas it appears that the ratepayers of the district have not been misled by such irregularities or defects as aforesaid, and it is expedient to validate the same:

And whereas by section one hundred and twenty-six of the Local Bodies’ Loans Act, 1926, the said Act is repealed, and it is enacted that all matters and proceedings commenced under the said Act and pending or in progress on the commencement of the reciting Act, may be continued and enforced under the reciting Act:

Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities conferred on him by section one hundred and twenty-two of the Local Bodies’ Loans Act, 1926, and of all other powers and authorities enabling him in that behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby order and declare that the proceedings in connection with the said loan shall be valid to all intents and purposes as though—

(a) The Local Bodies’ Loans Act, 1926, has been cited in the said voting-paper:

(b) In the said voting-paper the words “I vote” had appeared at the beginning of the two lines provided for the exercise of the ratepayer’s vote:

and that the validity of the proceedings in connection with the said loan, or the validity of the security for the said loan shall not be called in question by reason only of the irregularities or defects aforesaid:
