Regulations under the Naval Defence Act, 1913, amended.

ORDER IN COUNCIL.

At the Government Buildings at Wellington, this 16th day of October, 1928.

Present:
THE RIGHT HONOURABLE J. G. COATES, P.C., PRESIDING IN COUNCIL.

IN pursuance and exercise of the powers and authorities conferred on him by section twenty-five of the Naval Defence Act, 1913, and of all other powers and authorities enabling him in that behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby amend and supplement the regulations referred to in the Schedule hereto as shown therein.

SCHEDULE.

REGULATIONS FOR THE NEW ZEALAND ROYAL NAVAL RESERVE (MEN), 1922.

Regulation Number 37—Qualifications for Advancement.

Cancel paragraph headed “Signal and Telegraphist Ratings, Advancement of” and substitute:—

Signal and Telegraphist Ratings, Advancement of.—The Signal and Telegraphist Branches will be governed by the same regulations as for seamen ratings, except that men will be required to pass examinations in signals or wireless for the various grades as laid down, instead of passing in seamanship.

Ratings will not be required to pass an educational test provided they are in possession of sixth standard Proficiency Certificate or its equivalent.

Examination for Signal and W/T Ratings.

To qualify for higher rating, signal ratings will be examined in the following:—

Flag Waving 100 92
Flashing 100 94
Buzzer 100 90
Written Paper 200 80
Oral Examination 100 80

The standard rate of exercises will be—

Ord. Sig. for Sig. Words per Minute. Sig. for Ldg. Sig. and Yeo. Words per Minute.
Semaphore 15 20
Flag Waving 8 12
Flashing 7 9
Buzzer 10 15

Written paper will consist of questions on—
Auxiliary vessels’ signal-books.
International code.
Boats’ signal-book.
V/S Instructions.
Instructions as to flying ensigns and jacks.
Distinguishing signals.
Procedure for signalling by sound, semaphore, flag-waving, flashing, and telephone.
Distinctive marks worn by officers of Navy, Army, and Air Force.

To qualify for higher telegraphist rating, examination will be conducted as follows:—

Paper (theory)* 200 65
Paper (procedure and organization) 100 65
Oral examination (W/T) 100 75
Practical procedure 100 70

*The paper on theory will not be given for ordinary telegraphist to telegraphist.

Buzzer for ordinary telegraphist to telegraphist will be at 20 words per minute, and 25 words per minute for other ratings.

Theory paper will include questions on the following:—
Outline knowledge of the propagation of wave motion; inductance and capacity and practical application of the same; resonance; alternators and rotary converters; oscillitary circuits; frequency; transformers; receiving and transmitting circuits; valves—transmitting and receiving.

Paper on Organization and Procedure:—
Outline of organization ashore and afloat in New Zealand and method of handling traffic (naval and commercial). Procedure examination will consist of examples of British and allied W/T procedure.

It will probably be found most convenient for signal and W/T ratings to apply for examination during a period of training on board one of H.M. Ships, and the examining officers will be detailed by the captain of the ship in which the training is carried out. In other cases, when not serving on board one of H.M. Ships, applications must be made to the senior naval officer present, who will arrange for the examination to be carried out.

Reserve in Gisborne Land District brought under the Tourist and Health Resorts Control Act, 1908.

ORDER IN COUNCIL.

At the Government Buildings at Wellington, this 16th day of October, 1928.

Present:
THE RIGHT HONOURABLE J. G. COATES, P.C., PRESIDING IN COUNCIL.

BY virtue of the powers and authorities conferred upon me by the sixth section of the Tourist and Health Resorts Control Act, 1908, I, General Sir Charles Fergusson, Baronet, Governor-General of the Dominion of New Zealand, by and with the advice and consent of the Executive Council of the said Dominion, do hereby order and declare that the reserve for an addition to a hot springs reserve in the Gisborne Land District, described in the Schedule hereto, shall be and the same is hereby brought under the operation of and declared to be subject to the provisions of the Tourist and Health Resorts Control Act, 1908; and such reserve shall hereafter be managed, administered, and dealt with in manner directed by the said Act.

GISBORNE LAND DISTRICT.

Lot 1 of Suburban Section 118, Te Puia Township, Block XVI, Mata Survey District: Area, 1 acre 2 roods.

Setting apart Crown Land under Section 161 of the Land Act, 1924.

CHARLES FERGUSSON, Governor-General.

IN pursuance and exercise of the powers and authorities conferred upon me by section one hundred and sixty-one of the Land Act, 1924, I, General Sir Charles Fergusson, Baronet, Governor-General of the Dominion of New Zealand, do hereby set apart the land described in the Schedule hereto for disposal under the section of the Act mentioned.

NORTH AUCKLAND LAND DISTRICT.

Section 5, Block XIV, Ruakaka Survey District: Area, 37 acres 0 roods 29 perches.

As witness the hand of His Excellency the Governor-General, this 18th day of October, 1928.

Land temporarily reserved in the Wellington Land District for a Military Reserve.

WHEREAS by the three-hundred-and-fifty-ninth section of the Land Act, 1924, it is enacted that the Governor-General may from time to time set apart temporarily as reserves, notwithstanding that the same may be then held under pastoral license, any Crown lands which in his opinion are required for any of the purposes in the said section mentioned:

Now, therefore, I, General Sir Charles Fergusson, Baronet, Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities conferred upon me by the said Act, do hereby temporarily reserve from
