of the Board present. Two members of the Board shall constitate a quorum.

  1. All decisions of the Board which involve a matter of policy, or important principle, an increased rate, or any new expenditure, shall be submitted for Cabinet approval.

  2. A representative of the Treasury shall be charged with the duty of keeping account of expenditure with a view to ensuring that it is kept within the estimates.

  3. The Minister shall have the general direction and supervision of all business.

The special sphere of each member of the Naval Board, other than the Minister, shall be such as the Board may decide from time to time, being guided by the following distribution of business:

First Naval Member: Operations of war and all Staff business all large questions of Naval policy and maritime warfare.

Second Naval Member: Personnel and material.

Partial Revocation of Order in Council prohibiting all Alienation of certain Native Land other than Alienation in favour of the Crown.

ORDER IN COUNCIL.

At the Government House at Wellington, this 30th day of July, 1928.

His Excellency THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by section three hundred and sixty-three of the Native Land Act, 1909, it is enacted that any Order in Council made under that section may at any time be varied or revoked:

Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power and authority hereinbefore mentioned, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the Order in Council referred to in Part I of the Schedule hereto, but only in so far as it affects the Native land mentioned in Part II of the said Schedule.

SCHEDULE.
PART I.

ORDER in Council under section 363 of the Native Land Act, 1909, dated the 10th day of May, 1928, and published in the New Zealand Gazette of the 24th day of May, 1928, affecting various subdivisions of Tutaekuri 1c Block.

Making General Harbour Regulations.

ORDER IN COUNCIL.

At the Government House at Wellington, this 30th day of July, 1928.

Present:

His EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS it is enacted by section two hundred and thirty-four of the Harbours Act, 1923, that the Governor-General may from time to time, by Order in Council gazetted, make regulations, to be known as General Harbour Regulations, for all or any of the purposes mentioned in the said section:

And whereas it is desirable to make the following General Harbour Regulations for the purposes hereinafter set forth;

Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in exercise of the hereinbefore recited power and authority, and of all other powers and authorities enabling him in that behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following General Harbour Regulations.

GENERAL HARBOUR REGULATIONS.

(1) The owner or master of every vessel which may, between sunset and sunrise, lie alongside any other vessel moored at any wharf shall, during such period, exhibit from his vessel a bright white light so placed as to show a clear and unbroken light around the off-side of his vessel from right ahead to right astern.

(2) If such owner or master fails or neglects to comply with these regulations he shall be liable to a fine of £100.

McGeorge Avenue and the South-western Side of Portion of Eglinton Road, in the City of Dunedin, exempted from the Provisions of Section 117 of the Public Works Act, 1908, subject to a Condition as to the Building-line.

ORDER IN COUNCIL.

At the Government House at Wellington, this 30th day of July, 1928.

Present:

His Excellency THE GOVERNOR-GENERAL IN COUNCIL.

IN pursuance and exercise of the powers conferred by the Public Works Act, 1908, and of all other powers in anyway enabling him in this behalf, His Excellency the Governor General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby approve of the following resolution passed by the Dunedin City Council on the twenty-seventh day of June, one thousand nine hundred and twenty-eight, viz.:—

'That the Dunedin City Council, being the local authority having control of the streets in the City of Dunedin, by resolution declares that the provisions of section one hundred and seventeen of the Public Works Act, 1908, shall not apply to those portions of public streets in the City of Dunedin described hereunder, viz.:—

'(a) Both sides of McGeorge Avenue, where the same abuts on parts of Sections 95 and 96, Block VI, Town District:

'(b) The south-western side of Eglinton Road, where the same abuts on parts of Sections 95 and 96, Block VI, Town District:

as the said portions of streets are shown on the plan attached hereto and thereon coloured brown and edged with red"; subject to the condition that no building or part of a building shall at any time be erected on the land fronting McGeorge Avenue or the south-western side of the portion of Eglinton Road (described in the Schedule hereto), within a distance of thirty-three feet from the centre-line of the said street and portion of street.

SCHEDULE.
ALL that street in the Otago Land District, City of Dunedin, known as McGeorge Avenue, adjoining part Sections 95 and 96, Block VI, Town District.
Also the south-western side of all that portion of street situated in the said land district and city known as Eglinton Road, adjoining part Sections 95 and 96, Block VI, Town District.
As the same are more particularly delineated on the plan marked P.W.D. 72688, deposited in the office of the Minister of Public Works at Wellington, and thereon coloured brown and edged red.
