And whereas the proceedings are irregular in that the advertisement giving notice of intention to raise loan was inserted once in each week for three successive weeks in a newspaper circulating in the district instead of once in each week for four successive weeks, in accordance with the provisions of section ten of the Local Bodies’ Loans Act, 1926, and the notice of poll was advertised only three times instead of four as required by section eleven of the aforesaid Act :
And whereas it appears that the ratepayers have not been misled by the irregularities or defects aforesaid and it is expedient to validate the same :
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities conferred on him by section one hundred and twenty-two of the Local Bodies’ Loans Act, 1926, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby order and declare that the proceedings taken shall be valid to all intents and purposes as though the said notice of intention to raise loan and notice of poll respectively had been correctly advertised in accordance with the provisions of sections ten and eleven of the Local Bodies’ Loans Act, 1926, and that the validity of the proceedings in connection with the said loan shall not be called into question by reason only of the irregularities or defects aforesaid.
