A BILL INTITULED THE CHURCH OF ENGLAND EMPOWERING ACT, 1928.

NOTICE is hereby given that application is intended to be made to the General Assembly of New Zealand in the ensuing session by Alfred Walter Averill, D.D., Archbishop of New Zealand, Charles James Tunks, of the City of Auckland, Barrister; Henry Douglas Andrews, of the City of Christchurch, Barrister; Thomas Frederic Martin, of the City of Wellington, Barrister; and Herbert Edgar Evans, of the City of Wellington, Barrister (hereinafter called “the Promoters”), for leave to bring in a Private Bill the Short Title of which is as above, to effect the following objects and purposes, viz.:

  1. To authorize the Bishops, Clergy, and Laity of the Church of the Province of New Zealand, commonly called “The Church of England,” which in the Constitution of such Church is described as “The (or this or a) Branch of the United Church of England and Ireland in New Zealand” and as “This Branch of the Church of England” in General Synod assembled, subject to the provisions in the said Act contained, to exercise the following powers, that is to say—To alter, add to, or diminish the “Formularies,” which expression shall extend to mean and include the Book of Common Prayer, the Form and Manner of Making, Ordaining, and Consecrating of Bishops, Priests, and Deacons, and the Thirty-nine Articles of Religion, all referred to in clause 1 of the Constitution of the said Church, or any one or more of such Formularies, or any part or parts thereof, or to frame or adopt for use in the said Church new Formularies in lieu thereof or of any part or parts thereof, and to order or permit the use in public worship of a Version other than the Authorized Version of the Bible or of any part or parts thereof.

  2. To declare to have been and to be valid Title G, Canon 1 of the Canons of the said General Synod, as set out in the Second Schedule to the said Act.

  3. To provide that certain alterations, revocations, additions, diminutions, orderings, or permittings already made by the said General Synod, or to be made under the authority of the above proposed Bill, shall not affect or impair or be deemed to have affected or impaired the identity of the said Church, or to affect, jeopardise, or impair the title of any property held by or in trust for the said Church or for the General Synod or any Diocesan Synod thereof, or by or in trust for any other organizations of the said Church.

  4. To provide that the powers conferred by the said proposed Bill shall be in substitution for the powers purporting to be conferred by clauses 2, 3, and 4 of the Constitution of the said Church.

  5. Printed copies of the proposed Bill will be deposited in the office of the Examiner of Standing Orders, Parliamentary Buildings, Wellington, and at the Diocesan Office of each Diocese of the said Church on the 12th day of June, 1928, and the said copies may be inspected by all persons at those offices which are situated as follows: 26 Dowling Street, Dunedin; 40 Shortland Street, Auckland; Booth and Chapman’s Buildings, Victoria Street, Hamilton; Sussex Street, Nelson; 3 Church Lane, Napier; 173 Cashel Street, Christchurch; 20 Mulgrave Street, Wellington.

THE GREYMOUTH BOROUGH COUNCIL.

RESOLUTION MAKING SPECIAL RATE.

IN pursuance and in exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1926, and of all other powers (if any) it thereunto enabling, the Greymouth Borough Council hereby resolves as follows:—

That, for the purpose of providing for the payment of interest, sinking fund, and other charges on the Greymouth Unemployment Relief Loan of £1,400, 1928, authorized to be raised by the Greymouth Borough Council under the above-mentioned Act for the purpose of the relief of unemployment, the said Council hereby makes and levies a special rate of eleven eightieths (11/80ths) of a penny in the pound sterling on the rateable value (on the basis of the unimproved value) of all rateable property in the whole of the Borough of Greymouth, and that such special rate shall be an annually recurring rate during the currency of such loan, and be payable yearly on the 1st day of April in each and every year during the currency of such loan, being a period of twenty-four and one-half (24½) years, or until the loan is fully paid off.

GREYMOUTH BOROUGH COUNCIL.

RESOLUTION MAKING SPECIAL RATE.

IN pursuance and in exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1926, and of all other powers (if any) it thereunto enabling, the Greymouth Borough Council hereby resolves as follows:—

That, for the purpose of providing for the payment of interest, sinking fund, and other charges on the Greymouth Borough Repayment Loan of £700, 1928, authorized to be raised by the Greymouth Borough Council under the above-mentioned Act for the purpose of repaying balance of the Gas Works Loan of £2,500, the said Council hereby makes and levies a special rate of ten fifty-ninths (10/59ths) of a penny in the pound sterling on the rateable value (on the basis of the unimproved value) of all rateable property in the whole of the Borough of Greymouth, and that such special rate shall be an annually recurring rate during the currency of such loan, and be payable yearly on the 1st day of April in each and every year during the currency of such loan, being a period of seven (7) years, or until the loan is fully paid off.

RESOLUTION INCREASING SPECIAL RATE.

IN pursuance and in exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1926, and of all other powers (if any) it thereunto enabling, the Greymouth Borough Council hereby resolves as follows:—

That, for the purpose of providing for the payment of interest, sinking fund, and other charges on the Greymouth Borough Repayment Loan of £700, 1928, authorized to be raised by the Greymouth Borough Council under the above-mentioned Act for the purpose of repaying balance of the Gas Works Loan of £2,500, the said Council, pursuant to section 23 of the Local Bodies’ Loans Act, 1926, hereby increases to four twenty-thirds (4/23rds) of a penny in the pound sterling the special rate of ten fifty-ninths (10/59ths) of a penny in the pound sterling made and levied by resolution passed by the said Council on the 10th day of May, 1928, on the rateable value (on the basis of the unimproved value) of all rateable property in the whole of the Borough of Greymouth, such rate of ten fifty-ninths (10/59ths) of a penny in the pound sterling being insufficient to provide for payment of interest, sinking fund, and other charges on such loan, and that such special rate (as increased) shall be an annually recurring rate during the currency of such loan, and be payable yearly on the 1st day of April in each and every year during the currency of such loan, being a period of seven (7) years, or until the loan is fully paid off.
