- The levies payable in accordance with these regulations by producers and flourmillers shall be collected and paid as follows :-
(a) Every grain-merchant or flourmiller who receives from a producer any wheat in respect of which a levy is payable as aforesaid shall deduct from the price of such wheat the amount of the levy payable in respect thereof by the producer, and shall, from time to time, as required by the Wheat Research Committee hereinafter referred to, pay the proceeds of such levy into the Public Account :
(b) Every flourmiller who delivers any flour or wheatmeal from his flourmill shall, from time to time, as required by the Wheat Research Committee, pay into the Public Account the amount of the levy payable by him in respect of such flour or wheatmeal. - The levies payable in accordance with these regulations by persons taking delivery of flour or wheatmeal from a flour-mill shall be collected and paid in such manner as the Wheat Research Committee may from time to time direct or authorize.
- On payment into the Public Account of the amount of any levies as aforesaid, the person paying the same shall forward to the Permanent Secretary of the Department of Scientific and Industrial Research at Wellington, a statement containing such particulars with respect to the levies comprised in the said payment as the Wheat Research Committee may from time to time require.
WHEAT RESEARCH COMMITTEE.
- (1) For the purpose of assisting in the conduct by the Department of Scientific and Industrial Research of investigations in relation to the matters referred to in section twenty-seven of the Finance Act, 1927 (No. 2), as aforesaid, the Council of Scientific and Industrial Research shall, in exercise
of the powers conferred on it by section eight of the Scientific and Industrial Research Act, 1926, and with the approval of the Minister as required by that section, appoint a Committee (to be known as the Wheat Research Committee) as follows :β
(a) Two members shall be appointed as representative of the interests of wheatgrowers.
(b) Two members shall be appointed as representative of the interests of flourmillers.
(c) Two members shall be appointed as representative of the interests of bakers.
(d) One member shall be appointed as representative of the Lincoln College Board of Governors.
(e) One member shall be appointed as representative of the Department of Agriculture.
(f) One member shall be appointed as representative of the Department of Industries and Commerce.
(g) One member shall be appointed as representative of the Council of Scientific and Industrial Research.
(2) In addition to the members to be appointed as provided in the last preceding subclause there may, on the recommendation of the members appointed or proposed to be appointed under paragraph (a) or paragraph (b) or paragraph (c) thereof, be appointed an additional member under each of the said paragraphs to represent the several interests severally referred to therein.
(3) Any member of the Committee appointed may at any time resign, or may at any time be removed from office by resolution of the Council.
(4) The Committee so appointed shall have such powers in relation to the conduct of the scientific investigations aforesaid as the Council may from time to time determine.
