Regulations under Scientific and Industrial Research Act, with respect to Wheat and the Products thereof.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 23rd day of February, 1928.

WHEREAS by section twenty-seven of the Finance Act, 1927 (No. 2), the power conferred on the Governor-General in Council by section thirteen of the Scientific and Industrial Research Act, 1926, to make regulations for the purposes of that Act, is extended to include power to make regulations imposing levies, in accordance with the provisions of the said section twenty-seven, to be applied towards the cost of establishing laboratories and carrying out scientific researches in relation to the growing of wheat in New Zealand, and its manufacture into flour and bread: And whereas by subsection six of the said section twenty-seven it is enacted that no regulations imposing levies as aforesaid shall be issued unless the Governor-General in Council is satisfied that the imposition of such levies is in accordance with the terms of an arrangement made at a meeting of representatives of persons engaged in the growing or marketing of wheat, the milling of wheat into flour, and the manufacture of flour into bread:
And whereas a meeting of representatives of persons engaged as aforesaid was duly convened by the Council of Scientific and Industrial Research, and held at Christchurch on the twenty-second day of February, one thousand nine hundred and twenty-eight: And whereas at the said meeting a resolution was duly passed to the effect that the maximum levies authorized by the said section twenty-seven should be imposed: And whereas it is desirable to make regulations accordingly imposing such levies, and to make other provision with respect thereto and otherwise with respect to the conduct of scientific investigations in relation to the matters hereinbefore referred to:
Now, therefore, in pursuance and exercise of the powers conferred on him by section thirteen of the Scientific and Industrial Research Act, 1926, as extended by section twenty-seven of the Finance Act, 1927 (No. 2), His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the regulations hereinafter set forth, and with the like advice and consent doth hereby declare that the said regulations shall come into force on the date of the publication thereof in the Gazette.
REGULATIONS.

THESE regulations may be cited as the Wheat Research Regulations, 1928.

In accordance with the provisions of section twenty-seven of the Finance Act, 1927 (No. 2), and these regulations, levies shall be imposed and payable as follows:β
(a) On all wheat grown in New Zealand, and delivered after the commencement of these regulations by the producer to a flourmiller or to a grain-merchant, there shall be payable by the producer a levy computed at the rate of one penny half-penny for every fifty bushels of wheat so delivered by him:
(b) On all flour or wheatmeal delivered after the commencement of these regulations from a flourmill, there shall be payable by the flourmiller a levy computed at the rate of one penny half-penny for every ton of flour or wheatmeal so delivered by him:
(c) On all flour or wheatmeal received after the commencement of these regulations from a flourmill, there shall be payable by the person taking delivery of the same a levy computed at the rate of one penny half-penny for every ton thereof.
