And whereas the Woodville Borough Council has been authorized to borrow the sum of four thousand two hundred and forty-four pounds eighteen shillings for the purpose of paying off the balance of a special loan raised for the erection of gasworks:

And whereas the Minister of Finance has given his precedent consent as required by the above-recited section one hundred and fourteen, and it is desired that the rate of interest at which the money may be borrowed be not exceeding five and three-quarters per centum per annum:

Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power and authority vested in him as aforesaid, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby prescribe that the rate of interest that may be paid by the Woodville Borough Council in respect of the said sum of four thousand two hundred and forty-four pounds eighteen shillings shall be a rate not exceeding five and three-quarters per centum per annum, and the said Woodville Borough Council is hereby authorized to borrow the said sum of four thousand two hundred and forty-four pounds eighteen shillings accordingly.

Prescribing the Rate of Interest that may be paid by the Tauhei Drainage Board in respect of a Loan of £4,900, authorized to be raised for Drainage Works.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

WHEREAS by section one hundred and fourteen of the Local Bodies’ Loans Act, 1926, it is provided that, notwithstanding anything to the contrary in any Act or in any rule of law, where a local authority or public body has been authorized before the passing of the said Act, or is thereafter authorized, to borrow money, whether pursuant to a poll of ratepayers or otherwise howsoever, whether the rate of interest or the term of years of the loan was or was not specified or determined, and such money or any part thereof has not been borrowed, the local authority or public body may, with the precedent consent of the Minister of Finance, borrow such money, or such amount thereof as has not been borrowed, at such rate of interest, or for such term, as may be prescribed by the Governor-General by Order in Council:

And whereas the Tauhei Drainage Board has been authorized to borrow the sum of four thousand nine hundred pounds for drainage works:

And whereas the Minister of Finance has given his precedent consent as required by the above-recited section one hundred and fourteen, and it is desired that the rate of interest at which the money may be borrowed be not exceeding six per centum per annum:

Regulations under the Stock Act, 1908, governing the Importation of Swine from Canada.—Notice No. Ag. 2686.

ORDER IN COUNCIL.

At the Government House at Wellington, this 7th day of November, 1927.

Present:

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

IN pursuance and exercise of the powers and authorities conferred upon him by the Stock Act, 1908, and of every other power and authority enabling him in this behalf, His

Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations permitting the introduction into New Zealand of swine from Canada; and doth hereby declare that these regulations shall be read together with, and form part of, the regulations made by Order in Council dated the fourth day of October, one thousand nine hundred and fifteen, and published in the Gazette on the seventh day of the same month (hereinafter referred to as “the principal regulations”), and shall come into force on the date of publication in the Gazette.

REGULATIONS.

  1. SUBJECT to the provisions of the principal regulations and to the following conditions the introduction into New Zealand of swine from the Dominion of Canada is permitted.

  2. Every person desiring to introduce swine as aforesaid must first obtain a permit to do so from the Minister of Agriculture.

  3. Every application for such permit shall be made in sufficient time to allow of inquiry being made in Canada before such permit is given, and shall give full particulars of the number, breed, and sex of the swine intended to be introduced, of the proposed date (approximate) of shipment, and of the name and address of the occupier of the farm, and the locality of the farm itself, from which they are intended to be obtained.

  4. (1) Every shipment of such swine must be accompanied by a statutory declaration in the form No. 1 in the Schedule hereto, made by the shipper of such swine, setting forth the breed, number, sex, and brands or marks (if any) of such swine, and declaring that all such swine have been in Canada from birth; that they are at the time of shipment, and have been during the preceding six months, free from all infectious and contagious diseases; and that they have not during the six months immediately preceding shipment been in direct contact with any stock infected with any such disease.

(2) On every such declaration there shall be inscribed a certificate in the form of No. 2 in the Schedule hereto, signed by a veterinarian practising in the district in which such swine have been domiciled for the six months immediately preceding the date of their shipment to New Zealand, or from which they start for the port of shipment, certifying that he has, within the fourteen days immediately preceding the date of shipment to New Zealand, examined such swine and has found them free from infectious and contagious diseases.

  1. The declaration and the certificate provided for in the last preceding regulation must be delivered to the veterinarian appointed to examine at the port of shipment swine intended for introduction into the Dominion.

  2. Upon arrival in New Zealand the swine shall undergo at a quarantine ground a period of forty days’ quarantine, and the fees therefor for transport and sustenance shall be the same as is provided for swine in the principal regulations.

I [Full name and address of shipper] do solemnly and sincerely declare that the undermentioned swine are, to the best of my knowledge and belief, free from all infectious and contagious diseases; that they have been so during the six months immediately preceding the date hereof; that they have not within the six months immediately preceding the date hereof been in direct or indirect contact with any stock infected with any such diseases; and that they have been in this country from birth.
