Duty on Wheat, Wheat-flour, Wheat-meal, and similar Preparations of Wheat, produced or manufactured in Australia.

WHEREAS by subsection (1) of section 7 of the Customs Amendment Act, 1927, it is provided that nothing in the preceding provisions of that Act shall affect the agreement for Customs reciprocity made between the Governments of New Zealand and the Commonwealth of Australia and ratified by the Tariff Agreement (New Zealand and Australia) Ratification Act, 1922, or shall affect any Order in Council made for the purposes of or in relation to that agreement under the authority of the Customs Amendment Act, 1921 :

And whereas by subsection (2) of the same section it is provided that, subject to the terms of the said agreement, the Minister may, by notice published in the Gazette, at any time apply the British Preferential Tariff to any goods specified or referred to in such notice, and being the produce of the Commonwealth of Australia :

And whereas by clause 2 of the said agreement (as modified by a certain further agreement, effect to which was given pursuant to section 10 of the Customs Amendment Act, 1921, by Order in Council of date the 19th day of May, 1926, published in the Gazette on the 20th day of the same month, at page 1329) it is provided, inter alia, that the Dominion shall not impose any Customs duty or increase the rate of any Customs duty on any article the produce or manufacture of the Commonwealth entering the Dominion from the Commonwealth, except by mutual agreement, until after six calendar months’ notice to the other party to the first-mentioned agreement :

And whereas a mutual agreement as aforesaid has been made between the parties to the said agreement enabling the Dominion without giving the said six calendar months’ notice to increase the rate of Customs duty on wheat and wheat-flour, including wheat-meal and similar preparations of wheat, the produce and manufacture of the Commonwealth :

Now, therefore, in pursuance of the premises, and in exercise of the powers conferred on me by the said subsection (2) of section 7 of the Customs Amendment Act, 1927, I, William Downie Stewart, Minister of Customs, do by this notice apply, subject to the provisions of section 143 of the Customs Act, 1913, the British Preferential Tariff to wheat and wheat-flour, including wheat-meal and similar preparations of wheat, the produce or manufacture of the Commonwealth of Australia, and imported into New Zealand or entered for home consumption therein after the 31st day of October, 1927.

Authorizing the Laying-off of a Road of less Width than 66 ft.

WHEREAS in the opinion of the Minister of Lands it is inexpedient, by reason of the fact that the land shown upon the plan of Town of Hanmer Extension No. 5, affecting Reserves 3782 and 3927 in Block II, Lyndon Survey District, is intended to be used wholly for residential purposes, that the road shown therein should be of the width of 66 ft.

Now, therefore, I, Alexander Donald McLeod, Minister of Lands, do hereby, in pursuance of the power conferred upon me by section 17, subsection (1), of the Land Act, 1924, and of every other power me thereunto enabling, authorize the laying-off of such road of a width of 40 ft. : Provided always that it shall not be lawful for any person to erect or cause to be erected any building at a less distance than 33 ft. from the middle of such road.

Result of Election of Trustees of a Drainage District.

Subsidies to Public Libraries in Country Districts.

NOTICE is hereby given that the sum of £3,000 has been voted by Parliament for distribution to public libraries in country districts.

The distribution will take place about the 1st March, 1928, and no claim will be entitled to consideration that is not forwarded in due form and received by the Secretary, Education Department, Wellington, on or before the 31st January, 1928.

  1. A library to be entitled to a subsidy must be public in the sense of belonging to the public, and of not being under the control of an association, society, or club whose membership is composed of a section of the community only ; and if it is within a borough a reading-room where the books may be read, and containing newspapers and periodicals, must be provided for the public free of charge ; in addition, it must not be situated in a borough, town, or town district the population of which exceeds fifteen hundred. The receipts for the year from subscriptions, donations, and voluntary contributions must not have been less than £2, exclusive of moneys received from endowments, or from Government, or from Borough or County Councils, or for special building purposes, or as rent, hire, or consideration for the use of any room, or building, or land belonging to the institution, in respect of none of which will subsidy be allowed. The net proceeds of concerts, lectures, or other entertainments on behalf of the current expenses of the library will be regarded as voluntary contributions. The number of members subscribing to the library during the year must not have been less than eight, each of whom must have paid the subscription for at least six months. Libraries established during 1927 may make applications for a grant, and each case will be considered on its merits. A subsidy will not be given to more than one library in the same town.

  2. In the distribution of the vote a nominal addition of £25 will be made to the amount of the income of each library derived from subscriptions, donations, and rates, and the vote will be divided according to the amounts thus augmented ; but no library will receive credit for a larger income than £25—that is, in no case will the augmented amount on which distribution is based exceed £50.

  3. The whole of the subsidy must be expended without delay in the purchase or loan of books for the library.

  4. It is particularly enjoined upon the authorities in charge of the public libraries concerned that a due proportion of the books purchased shall be books having a permanent value—that is, books of more than merely passing interest.

  5. Application to share in the distribution must be by means of a statutory declaration by the Chairman, or Secretary, or Treasurer of the institution on behalf of which it is made, and must be accompanied by a statement of the receipts and payments of the institution for the year ending on the 31st day of December, 1927, and such declaration must be on the form provided for the purpose.

  6. Copies of the form of application may be obtained from the Secretary, Education Department, Wellington.
