Education Act, 1914.—Amended Regulations.

ORDER IN COUNCIL.

At the Government House, at Wellington, this 22nd day of August, 1927.

Present:

His Excellency the Governor-General in Council.

In pursuance and exercise of the powers conferred upon him by the Education Act, 1914, and the amendments of that Act, and of all other powers enabling him in this behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby amend, in the manner set forth in the Schedule hereto, the regulations at present in force relating to examination and classification of teachers, appeals of teachers against their classification or grading, probationers, free places, manual and technical instruction, secondary schools (staffing, salaries, &c.), agricultural bursaries, home science and domestic arts bursaries, organizing teachers, public schools (salaries, grading, staffing, &c.), training colleges, and junior and senior national scholarships; and, with the like advice and consent, doth prescribe that, except where otherwise expressly provided herein, this Order shall come into force on the date of publication thereof in the New Zealand Gazette.

SCHEDULE.

I. EXAMINATION AND CLASSIFICATION OF TEACHERS.

The regulations relating to the examination and classification of teachers made by Order in Council dated 13th February, 1912, and subsequently amended by several Orders in Council, are hereby further amended as follows:—

  1. Subclause ii (b) of clause 5 is hereby deleted and the following substituted therefor:—

(b) If he, having entered upon the course for the degree of Bachelor of Arts in the University of New Zealand before 1926 or for the degree of Bachelor of Science in the same University before 1927, and being allowed till 1928 or 1929 respectively to complete the course under the old regulations as provided in the University statutes, gains certificates of proficiency to the following extent in the examination prescribed for such degree—namely, either (1) two pass subjects and two advanced subjects, or (2) three pass subjects and one advanced subject, or (3) four pass subjects:

(c) If he has been credited with not less than six units in at least three subjects at the examination for the degree of Bachelor of Arts in the University of New Zealand, or with not less than five units in at least two subjects at the examination for the degree of Bachelor of Science in the University of New Zealand.

  1. Clause 6 is hereby deleted.

  2. Clause 8 is hereby amended by deleting the proviso thereto.

  3. Clause 9 is hereby amended—

(a) By inserting after the words “a partially equivalent examination” the words “or other evidence of qualification”:

(b) By inserting after the words “assigned to examinations” the words “or qualifications.”

  1. Clause 11 is hereby amended:—

(a) By inserting after the words “trained teacher’s certificate” the words “and the endorsement of such certificate”:

(b) By deleting the figures “28” and by substituting therefor the figures “27.”

  1. Clause 12 is hereby amended by inserting the words “in general” after the word “commencing.”

  2. Clause 24 is hereby deleted and the following substituted therefor:—

“24. Any candidate who passes the Matriculation Examination of the University of New Zealand shall be entitled to exemption from further examination for Class D in the subjects of corresponding character in which he has obtained not less than 40 per cent. of the assignable marks. Further, if a candidate fails to pass but obtains in one and the same Matriculation Examination not less than 40 per cent. of the assignable marks in at least three of the following subjects: English, elementary mathematics, history, geography, physics, chemistry, home science, physiology, botany, agriculture, he shall be entitled to exemption from further examination for Class D in the subjects of corresponding character in which he has obtained not less than 40 per cent. of the assignable marks:
