Regulations under the Maori Arts and Crafts Act, 1926.

ORDER IN COUNCIL.

At the Government House at Wellington, this 6th day of June, 1927.

Present:

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

IN pursuance and exercise of the powers conferred on him by section two of the Maori Arts and Crafts Act, 1926, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations for the purpose of giving effect to the said Act.

REGULATIONS.

  1. IN these regulations—
    “Board” means the Board of Maori Arts :
    “Business of Board” means any business authorized by the said Act to be performed by a member and transacted by such member pursuant only to a resolution of the Board, and includes, where not otherwise mentioned, a meeting of the Board or any committee thereof :
    “Fund” means the Maori Arts and Crafts Fund :
    “Chairman” and “Deputy Chairman” mean respectively the Chairman and Deputy Chairman of the Board :
    “Member” means a member of the Board :
    “Director” means Director of the School of Maori Arts and Crafts :
    “Secretary” means Secretary of the Board :
    “The said Act” means the Maori Arts and Crafts Act, 1926.
  2. These regulations may be cited as the Maori Arts and Crafts Regulations, 1927.

MEETINGS.

  1. The Board shall meet for the despatch of business at such times and places as the Board, the Chairman, or Deputy Chairman may from time to time direct.
  2. Once at least in every year a meeting (hereinafter called “the annual meeting”) shall be held at Rotorua. The time and place for such meeting shall be fixed by the Chairman, and shall be held (if possible) before the parliamentary session. The first such meeting shall be held in Wellington during July, 1927.
  3. At every meeting the Chairman, or in his absence the Deputy Chairman, shall preside. If neither of these members is present, then some member chosen by the members present shall preside.
  4. A quorum at any meeting of the Board shall consist of five members, and no business beyond adjournment of the meeting shall be transacted unless a quorum is then present.
  5. The Board shall decide all questions before it by a majority of votes. In case of an equality of votes the Chairman or other member presiding shall have a casting-vote as well as a deliberative vote.
  6. Subject to the said Act and to these regulations, the Board may regulate its own proceedings.
  7. All proceedings and resolutions of the Board shall be recorded in a minute-book, to be kept for the purpose by the Secretary of the Board.

SEAL.

  1. The seal of the Board shall be such as is determined by the Board and shall be kept in the custody of the Secretary or such other person as the Board may appoint for the purpose.
  2. The seal of the Board shall not be affixed to any document except in the presence either of the Secretary or other responsible officer of the Board and one member, or in the presence of two members, who shall attest the sealing of the document.

ACCOUNTS.

  1. All moneys received by the Board shall be forthwith paid into the Native Trustee’s Account to the credit of the fund.
  2. All payments required to be made out of the fund shall be paid on the certificate of the Secretary, Director, or other responsible officer that the claim is in order, countersigned by the Chairman or Deputy Chairman, or upon requisition under seal of the Board.
  3. Proper books of accounts shall be kept by the Native Trustee, in which shall be entered correct records of all moneys received and paid out of the fund. Such books shall be open at all reasonable times to inspection by members of the Board or by any authorized officer of the Board.
  4. The Native Trustee may from time to time deduct from the moneys held in the fund a fair and reasonable sum for the cost of the administration of the fund.
  5. At the close of each financial year ending on the 31st day of March the Native Trustee shall cause to be prepared a statement showing the total receipts and payments of the Board during that year. A copy of the statement shall be forwarded by the Native Trustee to the Secretary of the Board.
  6. The Board shall cause to be prepared at the close of each financial year ending on the 31st day of March, statements showing the receipts and payments and income and expenditure for the year and a balance-sheet showing all assets and liabilities of the Board at the same date, which shall be audited by the Audit Office.
  7. Copies of the statements referred to in the last two preceding clauses shall be placed before the Board at the annual meeting. The Secretary shall prepare and submit to the Board at such meeting a report of the operations and commitments of the Board during the same period, together with an estimate of the probable financial requirements of the Board for the next financial year.
  8. A sum not exceeding £10 may from time to time be advanced to the Secretary or Director, who shall account therefor to the Board, for the purpose of paying postages, telegrams, and other incidental expenses.

TRAVELLING-ALLOWANCE AND LOCOMOTION EXPENSES.

  1. The Board may, out of its funds, pay to its members a travelling-allowance of 25s. for every day or part of a day the member is absent from his usual place of residence in transacting any business of the Board: Provided that when a member leaves and returns to his usual place of residence on the same day his actual and reasonable expenses only shall be paid.
  2. The Board may also pay the actual and reasonable locomotion expenses incurred by members in transacting any business of the Board, including, where necessary, the provision of deck-cabins on steamers and sleeping-berths on trains.
  3. No claim of any member of the Board for travelling allowance or expenses or locomotion expenses shall be recognized unless such claim is accompanied by the certificate of such member, stating that he was engaged in connection with the business of the Board during the period claimed for. Such certificate shall be in the following form:—
    I, [Full name and address], hereby certify that I was engaged in connection with the business of the Board of Maori Arts on the days claimed for, and incurred the expenses indicated in the claim.
  4. For the purposes of clauses 20 to 22 hereof, “member” means a member of the Board who is not an officer employed in the service of the Crown.
  5. The travelling-allowances and locomotion expenses of members who are officers employed in the service of the Crown shall be paid out of the funds of the Board.

OFFICERS OF BOARD.

  1. The remuneration of the officers and servants of the Board may be determined and paid by the Board. The travelling allowances and expenses of such officers and servants may be determined and paid by the Board.

Extending Time for holding Annual Meeting of Councillors in Ashley County.

ORDER IN COUNCIL.

At the Government House at Wellington, this 6th day of June, 1927.

Present:

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

WHEREAS by section seventy-seven of the Counties Act, 1920 (hereinafter termed “the said Act”), it is provided, inter alia, that the annual meeting of the various County Councils throughout the Dominion shall be held at noon on the fourth Wednesday in May :
And whereas it is expedient to extend the time for holding such meeting in the Ashley County :
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in exercise of the powers and authorities vested in him by section two hundred and sixteen of the said Act, and of all other powers in anywise enabling him in this behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby extend the time for holding the annual meeting of the Ashley County Council, and doth hereby order and declare that in the aforesaid county the said annual meeting shall be held and take place at ten o’clock in the forenoon on Thursday, the second day of June, one thousand nine hundred and twenty-seven.
