Purchaser to obtain guarantee.
A guarantee as to the quality or brand and the breaking-load shall be obtained by the purchaser for any fibre rope to be used for working cargo.
Guarantee to be approved.
No maker of or dealer in fibre ropes shall give a guarantee as to the quality, brand, or breaking-load of any fibre rope to be used for working cargo until a certificate of test of a fibre rope of identical size, quality, and brand has been submitted to the Chief Surveyor of Ships, and the guaranteed breaking-load has been approved by him.
Test certificate for fibre ropes.
A test certificate before being approved shall show—(1) The name and address of the makers; (2) identification mark of the rope, or colour of distinguishing thread; (3) fibre and grade of fibre of which rope is made; (4) trade brand of rope; (5) size of rope; (6) number of strands; (7) number of yarns per strand; (8) breaking-test of sample of rope; (9) name and address of testing establishment; (10) signature of person witnessing the test; (11) date of test.
Tag for fibre ropes.
- Fibre ropes shall have a tag attached to each coil showing the maker’s name, brand, or trade description of the rope, guaranteed breaking-load, date of manufacture, and identifying number or mark. The tag shall be of durable material, such as strong manila paper or of other approved material.
Alternative tests.
- Any test approved by the Marine Department as a test equal or superior to the tests specified in the Appendices I, II, III, or IV may be substituted for that test by order of the Marine Department. Chain and rope tested according to the test so approved shall be deemed to be tested in accordance with these regulations, and the test shall be noted on any certificate of the testing delivered under these regulations.
Any reference in these regulations to a tensile or breaking load shall be construed as a reference to the tensile or breaking load specified in the Appendices.
Ropes may be retested.
- The Marine Department may, at such periods as appears to it to be reasonable, or at any time when it has reason to doubt the breaking-load or quality of a rope, require a wire rope certified by the manufacturer, or a fibre rope guaranteed by the maker, to be tested by an independent authority.
Safe working loads for chain and rope.
- (a) When working cargo no person shall put a load of greater weight on any chain, sling, or rope than the weight given as a safe-working load in the tables giving safe-working loads for chains, slings, and ropes of various sizes, but if wire ropes are used which have greater breaking-loads than those indicated in the tables, the working-load may be increased so that the working-load does not exceed one-seventh of the guaranteed breaking-load.
Load on single whip limited.
(b) Provided that no greater weight than 2 tons 12 cwt. shall be put upon a single-wire-rope whip of any dimensions when attached to a ship’s gear.
