First Schedule hereto, to the Secretary so that the same shall be delivered at his office within the said period of nine days during which the ratepayers’ list is deposited for public inspection as aforesaid. Such notice shall be in duplicate, and shall state fully the grounds of objection, and also the full name and address of any objector. Every such notice shall be open to public inspection at the office of the Board during the said period of nine days.

The Secretary shall make and sign a list of all such objections (hereinafter referred to as “the objectors’ list”) in the form set forth in the Second Schedule hereto.

The Board may at any time before the ratepayers’ list has been submitted to a Magistrate as hereinafter provided amend the said list by correcting any error set forth in the objectors’ list and proved to the satisfaction of the Board to exist therein; and the Chairman shall initial every alteration so made in the ratepayers’ list.

Forthwith upon the expiration of the said period of nine days the objectors’ list or a certified copy thereof, together with the ratepayers’ roll, shall be submitted to a Stipendiary Magistrate exercising for the time being the jurisdiction of the Magistrates’ Court within the said district, who shall, on the fourth day preceding the day of the said poll, proceed to hear and determine such of the said objections as have not already been satisfied by corrections made by the Board under the last preceding clause hereof. Such Magistrate shall have jurisdiction finally to determine such objections and all matters directly connected therewith, and also to make all such alterations in the ratepayers’ list as he may think proper, and shall initial all alterations, additions, or erasures so made by him, and shall sign the said list. The ratepayers’ list so corrected and signed shall thereupon become the ratepayers’ roll for the purpose of the said poll, and shall be deemed to be closed and shall be delivered by the Magistrate to the Board.

Notice shall be given by advertisement published in at least three daily newspapers circulating in the district on not less than three days during the six days immediately preceding the day on which the Magistrate is to hear and determine objections as aforesaid, of the date, time, and place at which the Magistrate will hear and determine such objections.

Where no objections have been made to the ratepayers’ list, before the expiration of the said period of nine days which have not been satisfied by corrections made by the Board under clause 11 hereof, the Chairman and two members of the Board shall thereupon sign the same, and when so signed, it shall become the ratepayers’ roll for the purposes of the said poll, and shall be deemed to be closed.

A printed copy of any electoral roll used in the preparation of the ratepayers’ list as hereinbefore provided may be used for the purposes of the said poll as a part of the ratepayers’ roll.

As soon as practicable after the ratepayers’ roll is finally closed copies shall be printed by the Board of such part or parts thereof as are not represented by any electoral roll used as hereinbefore provided, and the Secretary shall supply any ratepayer with a copy of such printed part or parts on payment of one shilling.

Notwithstanding anything herein contained—
(a) Only such persons as appear on any electors’ roll of the said city and boroughs to be ratepayers shall be entitled to exercise any of the rights of ratepayers of the said district and shall be deemed to be on the ratepayers’ list and ratepayers’ roll of the said district by virtue of the entry of their names on such electors’ roll; but this provision shall not affect the rights of any such person if his name is otherwise duly inserted in the ratepayers’ roll of the said district.
(b) Every ratepayer shall have only one vote at the said poll whether his name appears once or oftener on the several rolls, lists, and parts thereof hereinbefore referred to.

Every claim for enrolment shall be in the form set forth in the Third Schedule hereto or to the like effect and the claimant’s signature shall be attested by a Justice of the Peace or a Postmaster or a minister of religion or an elector of the Christchurch Tramway District or the Secretary of the Board or the Clerk of any local authority.

It shall be the duty of the Board to keep at its office a supply of blank printed forms of claims for enrolment as aforesaid for the free use of claimants for the purposes aforesaid.

The Secretary of the Board is liable to a penalty not exceeding £5 in every case where he refuses, without good cause, or wilfully neglects or unreasonably delays to place on the ratepayers’ list the name of any person who makes written claim for enrolment as provided for by these regulations, or refuses, wilfully neglects, or unreasonably delays faithfully and promptly to perform any other duty imposed on him by these regulations.

If the Board fails or unreasonably delays to keep at the Secretary’s office a supply of blank printed claim forms for the free use of claimants as provided by clause 19 of these regulations, or faithfully and promptly to perform any other duty imposed on it by these regulations, every person, whether the Secretary or any member of the Board who is party to or responsible for such failure or delay is severally liable to a penalty not exceeding £5.

If the day fixed for holding the said poll shall be the 27th day of April, 1927, then, notwithstanding any rule as to computation of time, the foregoing regulations shall be deemed to enact,—
(a) That the ratepayers’ list shall be lodged for deposit at 5 p.m. on the 13th day of April, 1927.
(b) That the period of nine clear days referred to in clause 8 hereof shall be from the 14th day of April to the 22nd day of the same month, both days included.
(c) That the day on which a Magistrate shall hear and determine objections shall be the 23rd day of April.
