under a kindergarten association maintaining free kindergarten schools
recognized by the Education Department for the purposes of subsidy, or
in any school under the control of the Department, or in a University
college in New Zealand. The bond shall be on the form supplied by the
Department, and shall provide—
(a.) In the case of a male student, for a teaching service of not less than
five years, to be completed immediately after the close of the
training-college course :
(b.) In the case of a female student, for a teaching service of not less than
three years, to be completed immediately after the close of the
training-college course :
Provided that the Director may, in special circumstances, approve of an
extension of time within which the prescribed service shall be completed.
(2.) No allowances shall be paid to or for any student of Division A, B,
or C until the said bond has been executed.
17. (1.) A studentship shall not be tenable with a Junior Scholarship
of the University, or a Senior National Scholarship, or any other scholarship,
unless it is shown to the satisfaction of the Director that the holding of such
scholarship would not interfere with the student's training as a teacher.
(2.) None of the allowances named in clauses 11 to 14 hereof shall be
payable in the case of any student for a greater period than three years ;
nor shall any allowances be payable to a student for any period during
which he has been in receipt of salary or allowance as a teacher, pupil-teacher,
or probationer.
18. University college fees shall not be paid in respect of any classes at
which the students' attendances and progress have not been satisfactory,
and if such fees have been paid, the amount shall be deducted from any
allowances due to him, or be otherwise recoverable from him by the Board.
19. In no case shall the number of students admitted in any year under
Divisions B, C, and D conjointly be so great as thereby to make the total
number of all students in attendance at the training college more than 250,
or such larger number as the Minister may decide.
20. (a.) All allowances to students shall, subject to the restrictions named
in these regulations, be paid monthly, save that the first payment of a
student's allowance may be a quarterly payment.
(b.) The provisions of the regulations relating to the granting of leave
of absence to public-school teachers shall apply, mutatis mutandis, to
students in attendance at training colleges.

CURRICULUM.

  1. The curriculum of each training college shall provide for a three
    years' course of training, and shall be subject to the approval of the
    Director of Education.

  2. (1.) Every training college shall make provision for the following :—
    (a.) Instruction in the principles and history of education (including
    elementary psychology), in school and personal hygiene (inclusive
    of ambulance work), and in methods of teaching :
    (b.) Courses in elementary practical science as suited to the requirements of public schools, namely—
    (i.) An approved course of general experimental science.
    (ii.) General agriculture on the lines of the prescriptions for
    the Teachers' Class D and Class C Examinations.
    (iii.) General nature-study.
    (It is to be understood that the main purpose of the courses
    named in paragraph (b), and to a material extent the purpose
    of the courses named in paragraphs (c) and (d), is to train the
    students in the methods of teaching the subjects named.)
    (c) Courses in—
    (i.) Kindergarten work ;
    (ii.) Elementary handwork, in accordance with the requirements of the public schools :
    (d.) Courses in—
    (i.) Physical instruction (including swimming), which may
    be arranged with the Director of Physical Instruction ;
    (ii.) Singing ;
    (iii.) Drawing ;
    (iv.) Needlework (for women):
    (e.) Opportunities for observation of the child and of the methods of
    teaching and school-management :
    (f.) Sufficient, regular, and co-ordinated practice in teaching.
    (2.) The opportunities for observation of the child and of the methods
    of teaching referred to in paragraph (e) shall be provided at the practising
    schools, or in any class or classes of a school or schools within convenient
