in lieu of test certificates signed by an independent authority.

The test certificate for chain shall show—(1) The name and address of
the testing establishment; (2) the name of the person witnessing the test;
(3) the tensile load; (4) the breaking-load of seven links cut from the
chain; (5) the identifying letter or number, stamped on the chain or on
a label attached to the chain to which the certificate refers; (6) description
of chain; (7) diameter of chain; (8) length of chain to which certificate
refers; (9) elongation of chain in testing-machine; (10) the maker of the
chain shall certify as to the grade of iron of which chain has been made,
and the number and date of the certificate for the iron.

The test certificate for the iron from which the chain has been made
shall show—(1) The name and address of the manufacturer of the iron;
(2) the name and address of the testing establishment; (3) the grade of the
iron; (4) the order number; (5) to whom supplied; (6) the tensile strength;
(7) the minimum elongation and length in which measured; (8) the
minimum contraction of area per cent. of original area; (9) the certificate
shall state that the iron has been manufactured and tested in accordance
with the specification of the British Engineering Standards Association,
Report No. 51 and its amendments, if any; (10) the name of the person
witnessing the test; (11) date of test.

The test certificate for wire ropes shall show—(1) The name and address
of the testing establishment; (2) the name of the person witnessing the
test; (3) the breaking-load; (4) the identifying letter or number on the
rope; (5) size of the rope; (6) material of which made; (7) number of
strands; (8) number of wires in each strand; (9) diameter of wires;
(10) particulars of heart or core; (11) particulars of twisting-stress of individual wires; (12) length of rope to which certificate refers.

A test certificate for fibre ropes shall show 1, 2, 3, 4, 5, 6, 7, and 12 as
hereinbefore provided.

  1. All chains shall be periodically examined and shall be effectually
    softened by annealing or firing when necessary. Half-inch or smaller chains
    in general use shall be so annealed or fired once in every six months.

  2. If the chains are part of the outfit of a seagoing ship, it shall be
    sufficient compliance with this regulation as regards softening by annealing
    or firing of ½ in. or smaller chains that no such chains shall be used unless
    they have been so annealed or fired within six months preceding.

  3. (a.) When working cargo no person shall put a load of greater weight
    on any chain, sling, or rope than the weight given as a safe-working load
    in the tables giving safe-working loads for chains, slings, and ropes of
    various sizes, but if wire ropes are used which have greater breaking-loads
    than those indicated in the tables, the working-load may be increased so
    that the working-load does not exceed one-seventh of the guaranteed
    breaking-load.

(b.) Provided that no greater weight than 2 tons 12 cwt. shall be put
upon a single-wire-rope whip of any dimensions when attached to a ship’s
gear.

(c.) Provided also that no greater weight than 5 tons shall be put upon
a double wire whip of any dimensions when attached to a ship’s gear, provided that where the wire is taken to the hounds and the mast-head is
