The New Zealand Reparation Estates Service Order, 1926.

ORDER IN COUNCIL.
At the Government House at Wellington, this 23rd day of April, 1926.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
HIS Excellency the Governor-General of the Dominion of New Zealand, acting with the advice and consent of the Executive Council of that Dominion, and in pursuance of the authority to make regulations for the peace, order, and good government of Samoa conferred upon him by the Samoa Act, 1921, and in exercise of the powers and authorities conferred by the Treaties of Peace Act, 1919, and of all other powers and authorities enabling him in that behalf, doth hereby order as follows.
REGULATIONS.

THESE regulations may be cited as the New Zealand Reparation Estates Service Order, 1926, and shall come into force on the 1st day of May, 1926.

In these regulations “New Zealand Reparation Estates Service” means the service of His Majesty in respect of the New Zealand Reparation Estates, other than honorary service and service in New Zealand or elsewhere outside the Territory of Western Samoa.

The Minister of External Affairs may appoint to the New Zealand Reparation Estates Service such officers, clerks, and servants as he thinks necessary for the execution of the New Zealand Reparation Estates Order, 1920, and the administration of the New Zealand Reparation Estates, and may, in so far as he thinks fit, delegate to the Administrator of Western Samoa the power of making such appointments, and may at any time revoke such delegation. All persons so appointed shall hold office at the pleasure of the person who for the time being has the power of making such appointment.

(1.) The pay, allowances, control, discipline, and management of the New Zealand Reparation Estates Service shall be in accordance with such regulations as may from time to time be made by the Governor-General in Council in that behalf, and pending the making of any such regulations shall be in accordance with the Samoan Public Service Regulations as far as the same are applicable.
(2.) Subject to any such regulations, officers of the New Zealand Reparation Estates Service shall receive such pay and allowances as the Minister of External Affairs thinks fit, or, in the case of officers appointed by the Administrator, such pay and allowances as the Administrator thinks fit.

When an officer of the New Zealand Reparation Estates Service is absent from Western Samoa, or is suspended from his office, or is in the opinion of the Administrator incapable by reason of sickness or otherwise of performing the duties of his office, or when his office is vacant, the Administrator may appoint any other fit person to execute that office temporarily during such absence, suspension, incapacity, or vacancy.

(1.) The Administrator may, for misconduct or any other sufficient cause, suspend from the execution of his office any officer of the New Zealand Reparation Estates Service.
(2.) The Administrator shall forthwith report such suspension, together with the reason therefor, to the Minister, who may either continue or terminate such suspension.
