Regulations under the Naval Defence Act, 1913, amended.

IN pursuanace and exercise of the powers and authorities conferred on
me by section twenty-five of the Naval Defence Act, 1913, and of all
other powers and authorities enabling me in that behalf, I, General Sir
Charles Fergusson, Baronet, Governor-General of the Dominion of New
Zealand, acting by and with the advice and consent of the Executive
Council of the said Dominion, do hereby amend and supplement the regulations referred to in the Schedule hereto as shown therein.

SCHEDULE.

REGULATIONS FOR THE GOVERNMENT AND PAYMENT OF THE NEW ZEALAND DIVISION OF THE ROYAL NAVY.

In Regulation No. 4, second paragraph, after "establishments" add "As these officers are not permitted to accumulate leave, they should, subject to the exigencies of the service, be granted facilities for taking the established allowance in the year in which it is due. On promotion to warrant rank an officer should be allowed to take any leave due as a rating before actually taking the first appointment, or, if this is not practicable, as soon after as is convenient."

In Regulation No. 24, first paragraph after "galley" in fourth line, and second paragraph after "galley" in seventh line, add "(including bakery)"; second paragraph, after "Galleys" in third line add "(including bakeries)."

Regulation No. 32: Cancel, and substitute--

"32. National Health Insurance and Widows' and Contributory Pensions.--Royal Naval ratings lent for service with the New Zealand Division continue to be in the same position as regards these two insurances as if serving in the Royal Navy, the contributions on their behalf usually paid by the Admiralty being met by the New Zealand Government."

In Regulation No. 47, third paragraph, after "worn" in third line, add "It shall not be credited during sentences served at Auckland Civil prison."

In Regulation No. 53, third paragraph, cancel ninth and tenth lines from "Under" to "above" inclusive; and add new paragraphs after "Commander" in eighth line--

"Officers conveying confidential books and documents, but only where such documents cannot be conveniently carried on the person. Officers are not entitled to this privilege when returning after having delivered confidential documents.

"Officers attending Courts-martial, either as members or witnesses, when required to travel on the night preceding the trial. Under special circumstances an extension of this privilege may be granted by the Naval Board."

Appendix II: After "Ship's Cook Ratings" add--

"Ship's Musician Ratings.

"Ship's Musician ... ... ... ... 8 0

"After three years as such ... ... ... 8 3

Appendix III.--

After "Seamen qualified in Ordnance (Q.O.)" cancel the words "and leading seamen."

Butcher: After "rating" in first line add "or Marine"; after "rating" in second line substitute fullstop for comma, and cancel the words "but when none is borne."

Lamp-trimmer: After "rating" in first line add "or Marine."

Add after allowances payable to Sick-berth Staff--

"Royal Marines.

"Gunnery Instructor ... ... ... 1 6

"Gunlayer, 2nd class ... ... ... 0 8

"Rangetaker, 1st class ... ... ... 1 0

"Rangetaker, 2nd class ... ... ... 0 6

"(Subject in each case to the conditions laid down in the King's Regulations and Admiralty Instructions)."
