the period expiring on the eleventh day of July, one thousand
nine hundred and twenty-five, as the time within which a
charge may be registered under subsection four of section
eleven of the said Act for the purposes of that section in the
case of land-tax in respect of the payment of which default
has been made before the commencement of the said Act.

Validating Proceedings in connection with the Marlborough
Electric-power Board's Loan of £300,000 for Electrical
Works and Undertakings.

At the Government Buildings at Wellington, this 6th day
of April, 1925.
Present:
THE HONOURABLE SIR FRANCIS BELL PRESIDING IN COUNCIL.
WHEREAS the Marlborongh Electric-power Board
lately proceeded to raise a loan of three hundred
thousand pounds under the Local Bodies' Loans Act, 1913
(hereinafter referred to as "the said Act"), for the electrical
works and undertakings set forth in the notice published
pursuant to section nine of the said Act (hereinafter referred
to as "the said notice"):
And whereas the proceedings in connection with the said
loan were irregular in that the said notice and the proposal
submitted to the ratepayers did not set forth that it was
proposed to provide a sinking fund of one per centum per
annum on the amount of the said loan for repayment of the
loan by creating a sinking fund of that amount, as required
by the said Act:
And whereas it appears that the ratepayers of the district
have not been misled by such irregularity as aforesaid, and it
is expedient to validate the same:
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance and exercise of
the powers and authorities conferred on him by section one
hundred and eleven of the said Act, and of all other powers
and authorities enabling him in that behalf, and acting by
and with the advice and consent of the Executive Council of
the said Dominion, doth hereby order and declare that the
proceedings in connection with the said loan shall be valid to
all intents and purposes as though the said notice and the
said proposal submitted to the ratepayers had set forth the
aforesaid particulars as required by the said Act, and that
the validity of the proceedings in connection with the said
loan shall not be called in question by reason only of the
irregularity aforesaid.

Notice to Mariners No. 25 of 1925.
NEW ZEALAND.—NORTH ISLAND.—FIRTH OF THAMES.
THAMES (WAIHOU) RIVER ENTRANCE.

Wellington, N.Z., 2nd April, 1925.
Light installed.
THE Thames Harbour Board notify that on or about the
evening of the 6th April, 1925, an unwatched flashing
white light, six seconds, flash three-fifths of a second, arc
uninterrupted, height 14 ft., visible 5 M., will be exhibited
from a four-pile beacon surmounted by a white-painted
rectangular structure situated at the outer channel of the
Thames (Waihou) River in latitude 37° 09′ 19·2″ south,
longitude 175° 30′ 49·8″ east.
Prior to the foregoing installation being completed, a
temporary fixed white light, visible 2 M., will be exhibited,
but this will be discontinued when the flashing light is in
operation.

Zealand Pilot," ninth edition, 1919, pages 214 and 215.

ENGTLAND, EAST COAST.
Flamborough Head Light.—Alteration in Character.
Former Notice.—No. 1565 of 1924 [PRELIMINARY]; hereby
cancelled.
Position.—Lat. 54° 07′ N., long. 0° 05′ W. (approx.).
Abridged Description.—Gp.-fl. (4) ev. 15 sec., 214 ft., 21 M.
Alteration.—The character of the light has been altered
from alternating flashing white and red to group-flashing
white, showing four flashes every fifteen seconds, thus : Flash
0·2 sec., eclipse 2·1 sec.; flash 0·2 sec., eclipse 2·1 sec. ;
flash 0·2 sec., eclipse 2·1 sec.; flash 0·2 sec., eclipse 7·9 sec.
NOTE.—This light is now to be expunged from the small
scale chart No. 2060A.
ENGLAND, WEST COAST.—BRISTOL CHANNEL.
Lundy Island South Light.—Alteration in Period.
Former Notice.—No. 1669 of 1924 [PRELIMINARY]; hereby
cancelled.
Position.—On south-eastern end of the island. Lat.
51° 10' N., long. 4° 39' W. (approx.).
Abridged Description.—Fl. ev. 30 sec., 175 ft., 19 M.
Alteration.—The period of the flashing white light has been
altered from one minute to thirty seconds.
Remarks.—The visibility of the light is now 19 miles ; in
other respects the light is unaltered.
NOTE.—This light was formerly shown as a revolving light
on some copies of the charts.
NORTH ATLANTIC OCEAN.—AZORES, FLORES ISLAND.
Albernas Point.—Light to be established.
Date of Establishment.—On or about 28th January, 1925 ;
without further notice.
Position.—On north-western end of the island. Lat.
39° 31′ 05″ N., long. 31° 13′ 57″ W., on chart No. 1946.
Abridged Description.—Fl. ev. 5 sec., 285 ft., 23 M.
Characteristics—
Character.—Flashing white every five seconds.
Elevation.—285 ft. (86m9). Visibility.—23 miles.
Structure.—White circular masonry tower; 41 ft.
(12m5) in height.
CENTRAL AMERICA, PACIFIC COAST.—PANAMA.
Panama Canal Entrance.—Information re Buoyage of Spoil
Ground.
Position.—On south-western side of entrance to dredged
channel. Lat. 8° 53' N., long. 79° 32' W. (approx.).
Details.—The spoil ground is now marked by light-buoys
as described in the following note, which is to be substituted
for the existing note shown on charts Nos. 1544 and 1299 :—
“(Marked by black-and-red light-buoys showing fixed red
lights, which are moved as necessary without notice.)”
NOTE.—The six black conical buoys, formerly marking the
limits of this spoil ground, are to be expunged from the
charts.
On chart No. 657 the note “(marked by light-buoys)” is to
be inserted against the words “Spoil Ground.”
CENTRAL AMERICA, PACIFIC COAST.—PANAMA ISLAS PERLAS.
San José Island Light.—Alteration in Period.
Position.—Near southern end of the island. Lat. 8° 12' N.,
long. 79° 08' W. (approx.).
Abridged description.—(U) Fl. ev. 6 sec., 222 ft., 21 M.
Alteration.—The period of the flashing white light has been
altered from twelve seconds to six seconds, thus : Flash
2 sec., eclipse 4 sec.
AUSTRALIA, NORTH COAST.—TORRES STRAIT.
Endeavour Strait.—Existence of Shoals.
(a.) Position.—At a distance of 7·8 cables 030° from
northern extremity of Barn Island. Barn Island, lat. 10° 50′ S.,
long. 142° 19' E. (approx.). Depth.—2¾ fathoms (5m0), coral.
(b.) Position.—At a distance of 1·82 miles 244° from
northern extremity of Barn Island. Depth.—4¼ fathoms
(8m2), coral.
