Entrance to Training Colleges and Allowances to Students.

In regard to admission to any training college, no distinction shall be made between applicants residing within the education district in which such training college is situated and applicants residing outside such district.
-
Students of Divisions A, B, and C, shall in the first instance be admitted to a course of training for a period of one year, but the Director may extend this period to two years in the case of those students of Divisions A and B who are recommended therefor by the Principal.
Studentships of Division A.
- (1.) Except as hereinafter provided, to be admitted in Division A a student must satisfy all of the following conditions—namely, he must—
(a.) Have within one year and six months immediately preceding—
(i.) Completed his course as a pupil-teacher or probationer in some education district in accordance with regulations and to the satisfaction of the Education Board of that district; or
(ii.) Completed to the satisfaction of the Director of Education a full-time two years’ course as a student teacher in a technical school; or
(iii.) Completed to the satisfaction of the Director of Education a two years’ course of training at a kindergarten school under the control of a kindergarten association maintaining free kindergarten schools recognized by the Education Department for purposes of subsidy.
Provided that, in cases approved by the Director, pupil-teachers or probationers who have completed not less than twelve months’ service may be admitted as students of Division A if they have passed the examination for a Teachers’ D Certificate or have secured a partial pass in the same examination, or have obtained some other educational qualification that in the opinion of the Director is equivalent thereto.
(b.) If admitted as a pupil-teacher or probationer under the qualification (a) or (b) in clause 3 (1) of the regulations for pupil-teachers and probationers have passed in Group I of Class D, or have kept terms in two or more subjects at a college affiliated to the University of New Zealand; or, if admitted as a pupil-teacher or probationer under qualification (c) of the said regulations, have gained a pass in not less than three subjects in Groups I and II of the Class D Examination, including Drawing I and II, and one subject from Group III.
(c.) Give satisfactory evidence of his suitability for the work of teaching (e.g., by a certificate to that effect signed by an Inspector of Schools).
(d.) Give satisfactory evidence as to moral character, and produce a satisfactory certificate of health from a school medical officer or where this is impracticable, from a duly qualified medical practitioner approved by the Board.
(e.) Make a declaration of his intention to complete his course at the training college and thereafter to become a teacher in a registered school.
(f.) Enter into a bond as prescribed in clause 16 hereof.
(2.) The allowances payable to a student in Division A shall be at the rate of £85 a year for a male and £80 for a female student, together with the fees of the University college classes attended by the student, with the approval of the Principal.
(3.) In the case of a student who is obliged to live away from home or his usual place of residence in order to attend the training college there shall be paid to the Board controlling the college an allowance of £30 per annum, and the Board may, at its discretion, either—
(a.) Provide board and residence in a hostel under its control at a charge to the student of not more than £25 per annum in addition to the £30 boarding-allowance; or
(b.) Pay to the student the boarding-allowance of £30 per annum, provided that the place of board and residence is approved by the Board on the recommendation of the Principal.
(4.) In the case of a student who lives at home but is obliged to travel more than four miles daily each way in order to attend the training college there may be paid the actual cost of travelling (not exceeding £10 per annum).
