(2.) For the purpose of the wider observation by students of teaching methods, the Board, after consultation with the Committee of Advice, may select, subject to the approval of the Director, any teachers of public schools, secondary schools, technical high schools, or approved kindergarten schools within convenient distance of the normal school to supervise and report upon the work of such students as are sent by the Principal of the training college to observe the classes under the charge of the said teachers. Teachers so appointed shall be recognized as associated normal teachers, and the classes as associated normal classes.
- (1.) The organization of normal schools and the salaries of the staffs shall be approved by the Minister of Education, but in no case shall the salaries be less than those payable under the Act to teachers employed in public schools of the same grade.
(2.) No uncertificated teacher shall be appointed on the staff of a normal school unless he possesses special qualifications approved by the Minister.
(3.) No pupil-teacher shall be employed on the staff of a normal school, nor shall any probationer be assigned thereto.
- (1.) After consultation with the Committee of Advice the Board shall make recommendations to the Minister regarding appointments to the staff of the training college and normal school, and on receipt of the Minister’s approval thereto the Board shall make appointments accordingly. Except in regard to the appointments of the Principal and Vice-Principal of the training college and the headmaster of the normal school, the Committee of Advice may delegate its functions in this respect to the Senior Inspector of Schools.
(2.) In making appointments to the staff of a normal school the Board shall, in addition to considering applications received for any position, take into consideration the question of appointing by transfer any teacher in the district whose qualifications for the position are superior to those of any of the applicants.
- (1.) In addition to the staff of the normal school the following shall be the staff of the training college :—
(a.) Principal of the training college, who shall have general control of the training college and of the normal school attached thereto, and who shall, with the concurrence of the University college, act as Lecturer on Education at the University college. Salary, £700 per annum, rising to £750 per annum by annual increments of £25.
(b.) A Vice-Principal of the training college, who shall assist the Principal in the control and management of the training college and act as Lecturer in subjects of the approved curriculum for students. Salary, £550 per annum, rising to £625 per annum by annual increments of £25.
(c.) One or more assistant lecturers as approved by the Minister. Salary, not exceeding in any case £430 per annum, rising to £475 per annum by annual increments of £15, together with a married allowance of £50.
(d.) Tutor and Librarian. Salary, £380 per annum.
(2.) The following shall be the staff of the normal school :—
(i.) Head teacher, who shall act as supervisor of students practising in his school and who shall, if required, act as Lecturer on Method or some other suitable subject or subjects of the curriculum of students. The head teacher shall receive a salary of £540 per annum, rising to £600 per annum by two annual increments of £25 and one of £10, together with a house allowance of £60 per annum.
(ii.) First assistant master, with a salary of Grade 4.
(iii.) Kindergarten mistress, with a salary of £340–£385.
(iv.) One assistant, male or female, with a salary of Grade 3; two female assistants with salaries of Grade 2, with an additional £30 per annum; and two male assistants with salaries of Grade 2.
(v.) Such additional assistants at salaries of Grade 2 as are required to make up the total number of assistants to the number provided by the Regulations respecting Salaries of Teachers and Staffing of Public Schools, or to such greater number as the Minister may approve.
(vi.) Assistant in charge of Model I, with salary of £325–£370.
(vii.) Assistant mistress in charge of Model II, with salary of Grade 2, with an additional £30.
(viii.) In the secondary department, if the number of pupils in yearly average attendance is not more than thirty, an assistant with a salary of Grade 3; and if the number of pupils in yearly average
