Education Act, 1914.—Regulations relating to Training Colleges.

ORDER IN COUNCIL.

At the Government House at Wellington, this 12th day of January, 1925.

Present:

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

IN pursuance and exercise of the powers and authorities vested in him by the Education Act, 1914, and the amendments of that Act, and all other powers and authorities enabling him in this behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the regulations at present in force relating to Training Colleges, and in lieu thereof doth make the regulations set forth in the Schedule hereto; and with the like advice and consent, doth prescribe that, except when expressly stated to the contrary, this Order shall come into force on first day of February, one thousand nine hundred and twenty-five.

SCHEDULE.

CONTROL AND ORGANIZATION.

  1. For the purpose of the following regulations the “University district” means the University district in which a training college is situated, and the “University college” means the University college in such University district.

  2. The Board of any district in which any training college is situated shall have the entire control and management of such college, subject to the provisions hereinafter contained.

  3. (1.) For every training college there shall be a Committee of Advice, consisting of the Chairman or other member of the Board, the Senior Inspector of the education district, a representative of the Professorial Board of the University college, and a representative of the Boards of such other education districts as are situate wholly in the University district, to be chosen, if there be more than one other such district, in such manner as the Minister of Education shall determine.

(2.) The Committee of Advice shall meet at least twice in each year. The first meeting shall be called by the Chairman of the Board, and shall be held not later than the month of March. Any subsequent regular meeting shall be at a time to be fixed by the Committee, but other meetings may at any time be called on the joint request of two members of the Committee, or on the initiative of the Chairman. The Principal of the training college shall be present at all meetings of the Committee of Advice, except when questions affecting his personal or professional status are under discussion.

  1. (1.) Every training college shall have one or more normal or practising schools connected with it. The total number of children on the roll of any such school, including the model schools attached thereto, shall not at any time exceed 750. Every such normal school shall include—

(a.) A “main school,” organized as a “mixed school,” having children of all classes from Class P to Class S6; and

(b.) Such “model schools” as may be approved by the Minister, each model school being of one of the following types, namely,—

(i.) A rural public school of Grade II (hereinafter designated Model I) under one teacher, with not more than forty children on the roll;

(ii.) A junior school (hereinafter designated Model II) under one teacher, with not more than forty-five children of Classes P to S2 on the roll;

(iii.) A class or classes organized as the secondary department of a district high school, with not more than fifty-five pupils on the roll;

(iv.) A special class of children of school age, with not more than thirty children on the roll, such class being hereinafter designated Model III;

(v.) A junior kindergarten class or classes (hereinafter designated Model IV), with not more than forty children between the ages of three and five on the roll; but children so enrolled shall not be reckoned in computing the average attendance of the normal school.
