Financial Instructions and Allowance Regulations for the New Zealand Military Forces amended.

JELLICOE, Governor-General.

IN pursuance and exercise of the powers and authorities conferred on me by the Defence Act, 1909, and its amendments, I, John Rushworth, Viscount Jellicoe, Governor-General of the Dominion of New Zealand, do hereby amend in the manner and to the extent set forth in the Schedule hereto the Financial Instructions and Allowance Regulations for the New Zealand Military Forces; and I do hereby declare that such amendments shall take effect as from the date of publication thereof in the Gazette.

SCHEDULE.

FINANCIAL INSTRUCTIONS AND ALLOWANCE REGULATIONS FOR THE NEW ZEALAND MILITARY FORCES.

THE following designations used in these regulations are hereby altered in the manner shown against each respectively:—

General Headquarters.—“Staff Officer-in-Charge ‘G’ Branch” to read “Chief of the General Staff”; “Staff Officer-in-Charge ‘Q’ Branch” to read “Quartermaster-General”; “Staff Officer-in-Charge ‘A’ Branch” to read “Adjutant-General.”

Command Headquarters.—“Chief Staff Officer” to read “General Staff Officer, 1st Grade”; “General Staff Officer ‘Q’ Duties” to read “Assistant Adjutant- and Quartermaster-General.”

Paragraph 38 is cancelled, and the following new paragraph hereby made:—

“Moneys received from Tenderers for Canteen Rights and Sale of Fat, Swill, and Camp-refuse.

“38. (a.) An officer appointed to the command of a camp may call for and approve of any tenders received for the sale of groceries, fat, swill, and camp-refuse, or for the conduct of booths for non-alcoholic liquors, barbers’ shops, &c.

“(b.) On the conclusion of a camp steps are to be immediately taken to settle all accounts owing in connection therewith, and, where so arranged with the firms concerned, the balance of stock on hand must be returned at once, or in the absence of such an arrangement disposed of by sale.

“(c.) Except as provided in subparagraph (d) hereunder, any profits shall be divided proportionately between each regiment or unit, &c., or portion of same, in camp, and forwarded to the respective Commanding Officers, who shall give receipts for amounts received, and shall publish in Regimental Orders an acknowledgment of same. Sums so received shall be paid into regimental funds to be used, at the discretion of the Commanding Officer, for the benefit of his unit.

“(d.) In regard to rifle meetings, courses of instruction, &c., where it is impracticable to make an allocation to individual units, the profits (if any) derived from the above-mentioned sources shall be accounted for as directed by the G.O.C., and held for the benefit of the troops at subsequent similar meetings, &c.”

Paragraph 41 is hereby amended by altering the Schedule thereto to read as follows:—

(a) £1,001 per annum, rising to £1,092 after one year.

Paragraph 43 is hereby cancelled, and the following new paragraph is hereby made:—

“43. Persons occupying Government quarters shall be required to pay as rent such sum as may from time to time be determined by competent authority.”

Paragraph 44 is hereby amended by altering the Schedule thereto to read:—

Paragraph 82 (a) is hereby amended by deleting all the words before “and submitting” in the first line, and substituting therefor “Tenders shall be obtained from at least two carrying firms (forms N.Z. 238 being issued to a reasonable number of such firms).”
