RESOLUTION.

THE following regulations were laid before the members of the Dargaville Racing Club at a meeting held on the 25th day of May, 1923, at Dargaville, with a recommendation by the Chairman of such club, Mr. F. J. Dargaville, that the same be passed at once with a view to their approval by His Excellency the Governor-General, in pursuance of the Gaming Act, 1908, section 33.

Mr. F. J. Dargaville, the Chairman of such club and the meeting, moved, and Mr. H. Kimber seconded, and it was resolved, that such regulations should be adopted, and that the Chairman and Secretary be authorized to sign the same in authentication thereof.

The following are the regulations referred to:—

DARGAVILLE RACING CLUB.

REGULATIONS.

(Under the Gaming Act, 1908.)

IN pursuance and exercise of the powers in that behalf contained in section 33 of the Gaming Act, 1908, and of all other powers and authorities it enabling in that behalf, the Dargaville Racing Club, a racing club within the meaning of the said Act (hereinafter referred to as “the said club”), doth hereby revoke the regulations dated the 23rd day of December, 1918, and in lieu thereof doth hereby make the following regulations controlling the admission of persons to that part of the racecourse situated in the district of Dargaville, and known as the Dargaville Racecourse, while the said racecourse is used or occupied by the said club for race meetings.

  1. These regulations shall come into force on the date of the same being published in the New Zealand Gazette.

  2. In these regulations the words “bookmaker,” “racing club,” and “race meeting” shall have the meanings ascribed to those terms respectively by section 2 of the Gaming Act, 1908.

  3. The following persons shall be and are hereby excluded from the racecourse above described while the same is used or occupied by the said club for a race meeting, namely,—

(a.) Bookmakers.

(b.) Bookmakers’ clerks, bookmakers’ assistants, and bookmakers’ agents.

(c.) All persons under disqualification inflicted by any racing or trotting club in the Dominion of New Zealand, the Commonwealth of Australia, or elsewhere, if affiliated to the New Zealand Racing Conference, or the New Zealand Trotting Conference, or the New Zealand Trotting Association.

(d.) Common prostitutes, and persons who habitually consort with thieves or persons who have no lawful visible means of support.

(e.) Professional tipsters, persons convicted of housebreaking or pocket-picking, forgery, uttering or possessing counterfeit coin, theft, false pretences, receiving stolen goods, mischief, assault, or any offence or crime of any kind under the Crimes Act, 1908, and also idle and disorderly persons, rogues and vagabonds, and incorrigible rogues convicted under the Police Offences Act, 1908, and persons convicted of an offence under the Gaming Act, 1908.

Provided always that the Stipendiary Stewards’ Committee appointed by the New Zealand Racing Conference, upon being satisfied by evidence as to character and otherwise that any person who, by reason of any conviction, comes within the scope of this regulation should have relief from the effect thereof, may grant exemption to any such person, and may at any time revoke any such exemption without notice to such person, and without assigning any reason for such revocation.

The foregoing regulations of the Dargaville Racing Club were made and passed by such club on the 25th day of May, 1923, and signed by the Chairman and Secretary.

LEVIN BOROUGH COUNCIL.

RESOLUTION MAKING SPECIAL RATE.

IN pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1913, the Levin Borough Council hereby resolves as follows:—

That, for the purpose of providing the instalments in respect of principal and interest and also the other charges on a loan of £25,000, authorized to be raised by the Levin Borough Council, under the Local Bodies’ Loans Act, 1913, for the making of streets and footpaths, the said Levin Borough Council hereby makes and levies a special rate of 5/7d. (five-sevenths of a penny) in the pound upon the rateable value of all rateable property of the Borough of Levin, comprising the whole of the Borough of Levin; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the first day of September in each and every year during the currency of such loan, being a period of 36½ years, or until the loan is fully paid off.

PATEA COUNTY COUNCIL.

SPECIAL ORDER.—NGUTUWERA LOAN, £650.

IN pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1913, the Patea County Council hereby resolves as follows:—

That, for the purpose of providing interest and other charges on a loan of £650, authorized to be raised by the Patea County Council, under the above-mentioned Act, for the purpose of meeting part cost of replacing the Ngutuwerā Bridge over the Moumahaki Stream, the said Patea County Council hereby makes and levies a special rate of one-twentieth of one penny in the pound upon the rateable value of all rateable property within the Ngutuwerā Special Rating Area within the following boundaries: Commencing at the north-western corner of Section 1, Block I, Omahine, and continuing in a north-easterly direction along the boundary-line between the Wellington and Taranaki Land Districts to where that line strikes the Ridge Road at the north-eastern corner of Section 11, Block II; thence in a southerly direction along the Ridge Road to where it joins the Mangawhio Road, continuing south along the south-western boundary of Section 1, Block IX, Moumahaki S.D., and along the confiscation line where to it strikes the south-eastern boundary of Section 31, Block XIII, Moumahaki S.D.; thence along the south-eastern boundaries of Sections 31, 27, and 28, and southern boundary of Section 28, Block XIII, Moumahaki S.D.; thence along the eastern boundaries of Sections 19 and 20, Block IV, and Sections 11 and 13, Block IX, along the southern boundaries of Sections 13 and 15; thence following a right line across Section 16 from the south-western corner of Section 15 to the south-eastern corner of Section 17; thence along the southern boundaries of Sections 17, 19, and 21, eastern and southern boundaries of Section 25, and southern boundaries of Sections 24 and N.R. Section 378 of Block IX; thence in a north-westerly direction along the Moumahaki Stream which forms the southern boundaries of Sections 1, 10, 11, 12, 14, and 15, Block VIII; thence in a northerly direction along the western boundaries of Sections 15, 9, and 10; thence eastward along the northern boundary of Section 10 and northward along the western boundaries of Sections 13, 31, 34, 35, and 37, Block III, and Section 2, and eastward along the northern boundary of Section 2 to where it joins the western boundary of Section 8; thence northward along the western boundary of Section 8 and eastward along the northern boundary of Section 8 to where it joins the western boundary of Section 28; thence northward along the western boundaries of Sections 28 and 26, Block V, and 1, Block I, to the starting-point. And that such special rate shall be an annually recurring rate during the currency of such loan, and payable yearly on the first day of September in each and every year during the currency of the loan, being for a period of 36½ years, or until such time as such loan is fully paid off.

RESOLUTION.

THE following regulations were laid before the members of the Waiapu Racing Club at a meeting held on the 22nd day of June, 1923, at Ruatorea, with a recommendation by the Chairman of such club, Mr. J. H. McNeil, that the same be passed at once with a view to their approval by His Excellency the Governor-General, in pursuance of the Gaming Act, 1908, section 33.

Mr. J. H. McNeil, the Chairman of such club and the meeting, moved, and Mr. J. H. Taplin seconded, and it was resolved, that such regulations should be adopted, and that the Chairman and Secretary be authorized to sign the same in authentication thereof.

The following are the regulations referred to:—
