of Part IX of the Property Law Act, 1908, apply to this license.
- CONTRACT BETWEEN LICENSEE AND CROWN.
This license shall be deemed to constitute a contract as between the licensee and His Majesty the King, and may be enforced as a contract by and against His said Majesty or the licensee accordingly.
- TIME FOR SUBSTANTIAL COMPLETION OF WORKS.
The licensee shall substantially complete the works hereby authorized within a period of one year from the date of this license, or within such further time as the Minister may allow in the event of the work being delayed by strikes, lockouts, breakdowns, or other unavoidable causes not due to any neglect by the licensee.
- REQUIREMENTS OF THE KAWHIA COUNTY COUNCIL.
Notwithstanding anything hereinbefore contained, the licensee shall not be entitled to erect, maintain, or use any electric lines within the Kawhia County, except subject to such conditions, not inconsistent with the provisions of this license and the regulations relating thereto, or any variation of this license or the regulations, or new regulations which may take the place of these regulations, as may from time to time be agreed upon between the licensee and the Kawhia County Council.
- BARE WIRES.
Notwithstanding anything hereinbefore contained, no bare wires shall be erected unless and until the consent of the Minister has first been obtained in accordance with the regulations.

Prescribing the Term for which the Waipukurau Borough Council may borrow the Sum of £13,500, authorized to be raised for the Installation, Equipment, and Supply of Electricity within the Borough, and also the Rate of Interest payable thereon.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS section eleven of the Finance Act, 1921, as amended by section six of the Local Bodies’ Loans Amendment Act, 1921, provides that, notwithstanding anything to the contrary in any Act or in any rule of law, where a local authority or public body has been authorized before the passing of the said Act, or is thereafter authorized, to borrow money, whether pursuant to a poll of ratepayers or otherwise howsoever, whether the rate of interest or the term of years of the loan was or was not specified or determined, and such money or any part thereof has not been borrowed, the local authority may, with the precedent consent of the Minister of Finance, borrow such money, or such amount thereof as has not been borrowed, at such rate of interest, or for such term not less than ten years, as may be prescribed by the Governor-General by Order in Council :
And whereas the Waipukurau Borough Council has been authorized to borrow the sum of thirteen thousand five hundred pounds for the installation, equipment, and supply of electricity within the borough for a term of thirty-six and a half years at five and a half per centum per annum, and is now desirous of borrowing the money for a term of ten years and at an increased rate of interest :
And whereas the Minister of Finance has given his precedent consent as required by the above-recited section eleven, and it is desired that the term for which the said thirteen thousand five hundred pounds may be borrowed be reduced to ten years, and the rate of interest payable thereon be increased to not exceeding six per centum per annum :
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby prescribe that the term for which the Waipukurau Borough Council may borrow the sum of thirteen thousand five hundred pounds shall be ten years, and the rate of interest that may be paid shall be a rate not exceeding six per centum per annum, and the said Waipukurau Borough Council is hereby authorized to borrow the said sum of thirteen thousand five hundred pounds accordingly.

Prescribing the Rate of Interest that may be paid by the Oamaru Borough Council in respect of a Loan of £22,000 for repaying its Antecedent Liability.

Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby prescribe that the rate of interest that may be paid by the Oamaru Borough Council in respect of the said loan of twenty-two thousand pounds shall be a rate not exceeding six and a half per centum per annum, and the said Oamaru Borough Council is hereby authorized to borrow the said sum of twenty-two thousand pounds accordingly.

Prescribing the Term for which the Hamilton Borough Council may borrow the sum of £4,000, authorized to be raised for Additions to the Public Library in Victoria Street and erecting a Public Library in that Part of the Borough formerly the Borough of Frankton.
