The controlling authority and managers shall jointly arrange for all
new sites, buildings, and additions; provided that the controlling authority
may delegate its powers in this respect wholly or in part to the managers. -
(i.) Where facilities are available in any technical school for instruc-
tion in subjects of manual training and for teachers' classes in recognized
subjects, the managers shall provide for such classes as a controlling autho-
rity may require to be held at the school, subject to the approval in every
such case of the Director, and provided that the controlling authority shall,
in the case of manual-training classes, make from the corresponding funds
at its disposal grants to the managers equal to the incidental expenses of
such classes.
(ii.) The course of instruction and the methods of teaching adopted in
manual-training classes and teachers' classes conducted in technical schools
shall be subject to the approval of the Senior Inspector of the district;
provided that where the appointment of a principal of the technical school
concerned has been approved by the Minister, the supervision of such
classes shall be under the direct control of such principal.

All departmental returns in respect of any technical school under the
control of managers, and all applications for grants and subsidies in respect
of such school, shall be prepared by the managers and forwarded through
the controlling authority to the Director. -
The managers, where they have full control of a technical school,
and in all other cases the controlling authority, shall,
(i.) Keep all such records and registers as may be required by regulation
from time to time in connection with the technical school or
classes under their control;
(ii.) Be responsible for the safe custody of all such records and registers;
and
(iii.) Forward them when required to the Director.
- In case of any question arising as to the respective powers of a con-
trolling authority and the managers upon any matter not specifically deter-
minable by reference to the Act or the regulations made thereunder, the
decision of the Minister shall be final.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 26th day of March, 1922.
Present:
THE RIGHT HONOURABLE W. F. MASSEY, P.C., PRESIDING IN COUNCIL.
IN pursuance and exercise of the powers and authorities vested in him
by the Education Act, 1914, and the amendments of that Act, and of
all other powers enabling him in this behalf, His Excellency the Governor-
General of the Dominion of New Zealand, acting by and with the advice and
consent of the Executive Council of the said Dominion, doth hereby amend
the regulations for the election and appointment of Managers of Technical
Schools made by Order in Council dated the sixth day of June, one thousand
nine hundred and twenty-one (hereinafter referred to as “the said regula-
tions”), as set forth in the Schedule hereto; and, with the like advice and
consent, doth prescribe that this Order shall come into force on the date of
the first publication thereof in the New Zealand Gazette.
SCHEDULE.
Clause 6 of the said regulations is hereby revoked, and the following
substituted therefor:
“6. (i.) For the Masterton Technical School, being the school named
in subsection (2) of section 113 aforesaid, there shall be six managers in
addition to the manager appointed to represent the Education Board—viz.,
one manager to be elected by the members of the School Committees of
public schools within five miles of the Masterton Technical School, two
managers to be appointed by the Masterton Trust Lands Trust so long
as the trust continues to contribute to the establishment or maintenance
of the school, one manager to be appointed by the Masterton Borough
Council, one manager to be appointed by the Masterton County Council,
and one manager to be elected by local associations of employees.
“(ii.) The provisions of regulation 4 hereof shall, mutatis mutandis,
apply to the election of managers by the School Committees. The manner
of election of the manager by local associations of employees shall be
determined by the controlling authority.”
