Amending Regulations under the Discharged Soldiers Settlement Act, 1915.

ORDER IN COUNCIL.

At the Government Buildings at Wellington, this 20th day of March, 1922.

Present:

THE RIGHT HONOURABLE W. F. MASSEY, P.C., PRESIDING IN COUNCIL.

IN pursuance and exercise of the powers and authorities conferred upon him by the Discharged Soldiers Settlement Act, 1915 (hereinafter referred to as “the said Act”), His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby amend, in the manner set forth in the Schedule hereto, the regulations under the said Act made on the twentieth day of August, one thousand nine hundred and eighteen, and published in the New Zealand Gazette of the twenty-second day of August, one thousand nine hundred and eighteen.

SCHEDULE.

  1. THE said regulations are hereby amended by adding to clause 18 thereof the following proviso:—

“Provided that in any case where the Board and the Minister are of opinion that the estimated probable life of such buildings is sufficient to justify the repayment of the value of such buildings being extended over a longer period than the maximum period prescribed by clause 23 of the aforesaid regulations, the Minister may approve of such repayment being extended over a period of either thirty years or thirty-six years and a half, and in the case of such extension every half-yearly instalment of principal and interest shall be calculated and apportioned in accordance with whichever of the following tables may be applicable to the case, Table A or Table B of the Second Schedule to the State Advances Act, 1913.

  1. The said regulations are hereby amended by inserting after paragraph (e) of clause 23 thereof the following new paragraph:—

“(f.) In any case where the Board is of opinion that the estimated probable life of a dwelling, by reason of its being constructed of brick or concrete, is sufficient to justify the repayment of the moneys advanced therefor over a longer period than provided in paragraph (b) hereof, the Minister may, on a special recommendation made by the Board in that behalf, authorize the repayment over a period of thirty-six years and a half of the moneys so advanced. In such a case, every half-yearly instalment shall consist partly of principal and partly of interest, and shall be calculated and apportioned according to Table A of the Second Schedule to the State Advances Act, 1913.

Amendment to the Regulations under the Post and Telegraph Department Act, 1918

ORDER IN COUNCIL.

At the Government Buildings at Wellington, this 20th day of March, 1922.

Present:

THE RIGHT HONOURABLE W. F. MASSEY, P.C., PRESIDING IN COUNCIL.

IN pursuance and exercise of the power and authority conferred on him by the Post and Telegraph Department Act, 1918, as extended by section 36 of the Appropriation Act, 1921–22, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following amendments to the regulations made on the first day of July, one thousand nine hundred and nineteen, for the classification and regulation of the Post and Telegraph Department; and doth direct that this Order in Council shall have effect from the date of publication in the New Zealand Gazette.

SCHEDULE.

REGULATION 6 is hereby revoked, and the following regulation substituted therefor:—

“6. The annual increment shall be the difference between the officer’s salary as fixed for any year and the salary for the next higher subdivision of his class: Provided that special increments in excess thereof may be granted by the Secretary to officers on account of outstanding merit and ability combined with good and diligent conduct.”

Regulation 28 is hereby revoked, and the following regulation substituted therefor:—

“28. Officers of the Department when stationed away from home shall receive lodging-allowance according to a scale to be determined from time to time by the Secretary.”

Regulation 50 is hereby revoked, and the following regulation substituted therefor:—

“50. The Department shall be represented by the Secretary, by counsel, or by a senior officer of the Department nominated by the Secretary.”

Amendments to the Regulations under the Post and Telegraph Department Act, 1918.

ORDER IN COUNCIL.

At the Government Buildings at Wellington, this 14th day of March, 1922.

Present:

IN pursuance and exercise of the power and authority conferred by the Post and Telegraph Department Act, 1918 (hereinafter termed “the said Act”), His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following amendments to the regulations made on the first day of July, one thousand nine hundred and nineteen, for the classification and regulation of the Post and Telegraph Department; and doth direct that the amendments hereby made shall be read with and form part of the said regulations, and that this Order in Council shall have effect on and after the first day of January, one thousand nine hundred and twenty-two.

SCHEDULE.

REGULATION 87 is hereby revoked, and the following regulation substituted therefor:—

  1. (1.) With the exception of the employees provided for in paragraph (2) of this regulation, every officer in the Department and every temporary employee (if circumstances should arise necessitating the retention of such employee in the service for more than a year) may be granted annual leave of absence for recreation on the following scale:—

(a.) If continuous service amounts to ten years or upwards, eighteen working-days;

(b.) If continuous service is less than ten years, twelve working-days;

(c.) Message-boys and message-girls, six working-days, after one year’s complete service;

provided that the total sick-leave during the previous calendar year has not exceeded twelve working-days. A deduction of one day shall be made from annual leave for each working-day’s absence on sick-leave in excess of twelve.

(2.) (a.) Temporary workmen with over two years’ continuous service, may be granted twelve working-days’ annual leave, subject to reduction on account of sick-leave in accordance with the preceding paragraph. In addition, leave of absence with pay may be granted in respect of nine statutory holidays.

(b.) Temporary workmen with under two years’ service will not be granted annual leave, but those whose continuous service is over two months may be granted leave of absence with pay in respect of seven statutory holidays.

(3.) An officer may, with the authority of the Secretary, accumulate the leave of absence due to him for a period of two years, but no such accumulated leave shall exceed thirty-six working-days. The Secretary may for sufficient reason defer the leave due to any officer until a subsequent year.

Regulation 89 is hereby revoked, and the following regulation substituted therefor:—

  1. (1.) In case of sickness or accident an officer is required to report at once to his immediate controlling officer his inability to present himself for duty. Where the absence extends over two days a medical certificate showing the nature of the sickness or accident and the period of incapacitation for duty must be furnished; provided, however, that any controlling officer, if he thinks fit, may require a medical certificate to be supplied forthwith.

(2.) For the period of an officer’s absence from duty through sickness, accident, or other pressing necessity the Secretary may grant such extended leave of absence and on such terms
