No charge is to be made in the case of men invalided; but in the case of ratings discharged within one year of entry, other than by invaliding, who may be in debt or have insufficient credit of deferred pay to cover the charge referred to, the kit, or portion thereof as may be necessary to discharge the debt, is to be recovered and sold. Any balance received for sale of kit after recovery of debt and charges has been effected is to be paid to the rating.

48. Clothing Gratuities.—The following rates of clothing gratuities shall be payable on the occasions specified:—

(a.) To a petty officer of four years seniority dressed as a seaman (Class II) required or electing to change his uniform to Class III .. .. .. £ s. d.

(b.) To a petty officer dressed as a seaman (Class II) promoted to chief petty officer.. .. .. 17 0 0

(c.) To a petty officer, leading seaman, or non-commissioned officer, R.M. transferring to the regulating branch .. .. .. .. 15 0 0

(d.) To an artificer, 5th class, on being rated acting 4th class 2 10 0

(e.) To a rating required to change his uniform from Class III to Class II .. .. .. 5 0 0

(No gratuity shall be paid when the transfer is made on account of misconduct.)

(f.) To a regulating petty officer on promotion to master-at-arms, towards cost of frock coat and sword .. 10 0 0

49. Issue of Civilian Suit.—In cases in which the King’s Regulations require a man’s kit to be sold on his dismissal or discharge from the Service other than by purchase, a civilian suit, the cost of which shall not exceed £3 10s., shall be issued to him prior to discharge.

  1. The cost is to be charged against any credit standing to the man’s account, or issued gratuitously, or partly so, in the case of men in debt or without sufficient credit to meet the charge.

SECTION VII.—TRAVELLING, SUBSISTENCE, AND LODGING ALLOWANCES.

50. Passages to Royal Naval Officers and their Families.—Imperial officers lent for service with the New Zealand Division will be granted a free passage to and from New Zealand unless proceeding by ship-of-war.

  1. The Government of New Zealand offer free passages out and Home to wives and families of all Naval officers who are loaned for service under the New Zealand Government for a period of three years.

  2. Officers travelling overseas on duty in such special cases as may be approved by the Naval Board may receive the passage-money and be allowed to make their own arrangements for passage, provided that, except where otherwise approved, such officers shall travel by the cheapest and most direct route. Where in exceptional circumstances approval to travel by another route is given at an officer’s own request the additional expense thus incurred must be borne by such officer. In every case shipping company’s first-class vouchers must be produced for the full sum advanced.

51. Passages of Ratings and their Families.—Ratings on loan or transferred permanently to the New Zealand Division will be granted a free passage out and Home, unless proceeding by man-of-war.

  1. Wives and families of men transferred may be granted free passages to New Zealand in lieu of the husband’s passage Home. Men on loan whose period of engagement in the Royal Navy will expire before the completion of their term of service in the New Zealand Division may similarly be granted free passages to New Zealand for their wives and families, in lieu of free return passages for themselves.

  2. In applying for passages the applicant must state to what place in the Dominion he wishes them to be made out. No subsequent passages of wives and families within the Dominion will be paid.

  3. Men who are permitted to take their discharge in the Dominion forego all claim to a passage Home at the public expense, and they are to be required to sign a statement to this effect when making their applications for discharge.

52. Freight on Baggage.—Freight on baggage according to Admiralty scale is allowed at Government expense.

  1. Furniture and other personal effects are not conveyed at the expense of the Dominion, but where passages are provided for wives and families expenditure towards the cost of packing and carriage, not exceeding the sum of £10, will be refunded on production of receipts. Expenses in removing effects from ship to residence in New Zealand, up to a limit of £2, will also be allowed on production of receipts.
