Street bridge, and the formation and metalling of Ormond
Road and Peel and Fitzherbert Streets, and has been unable
to raise the whole amount on the terms specified :
. And whereas application has been made by the Borough
Council for the consent of His Excellency the Governor-
General in Council to the raising of ten thousand pounds,
being part of the above-mentioned forty-two thousand five
hundred pounds, on the instalment system extending over a
period of thirty-six and a half years :
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, acting by and with the advice
and consent of the Executive Council of the said Dominion,
doth hereby consent to the Gisborne Borough Council raising
the said sum of ten thousand pounds upon the terms of making
the same, together with interest thereon, repayable by
instalments extending over a period of thirty-six and a half
years, and the said Gisborne Borough Council is hereby
authorized to borrow the said sum of ten thousand pounds
on these terms.

Declaring Portions of Road in the Hawke's Bay County to be
a County Road.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 6th day of
June, 1921.

Present :
THE HONOURABLE SIR F. H. D. BELL, K.C.M.G.,
PRESIDING IN COUNCIL.

IN pursuance and exercise of the powers vested in him by
the Public Works Act, 1908, and of all other powers
in anywise enabling him in this behalf, His Excellency the
Governor-General of the Dominion of New Zealand, acting
by and with the advice and consent of the Executive Council
of the said Dominion, doth hereby order and declare that the
portions of road described in the Schedule hereto shall, on and
after the date of this Order in Council, become a county road.

SCHEDULE.

ALL that portion of road in the Hawke's Bay Land District,
Hawke's Bay County, situated in the Purahotangahia Block,
commencing at the north-westernmost corner of Section 5,
Block XV, Maungaharuru Survey District, and proceeding
thence generally in a north-westerly and then north-easterly
direction, adjoining or passing through part Section 1, Block
XVI, Section 2, Block XII, Section 6, Block XI, part Sec-
tion 1, Block XV, the said Section 6 and Section 5, Block XI,
Section 1, Block XII, all in the Maungaharuru Survey Dis-
trict, and terminating at its junction with the Waikoau
Stream on the eastern boundary of the said Section 1, Block
XII ; being a distance of 7 miles 10 chains, more or less.
Shown on plan coloured red and marked B-C.

Also all that portion of road in the said land district and
county, situated in the Tutira Block, commencing at its
junction with the Waikoau Stream on the eastern boundary
of Section 1, Block XII, Maungaharuru Survey District, and
proceeding thence generally in a north-westerly and easterly
direction, adjoining or passing through part of the said Tutira
Block, Block XII, Maungaharuru Survey District, and ter-
minating at its junction with the Napier–Wairoa Main Road ;
being a distance of 1 mile 30 chains, more or less. Shown
on plan coloured blue and marked D-E.

As the said portions of road are more particularly delineated
on the plan marked P.W.D. 51849, deposited in the office of
the Minister of Public Works at Wellington, in the Wellington
Land District, and thereon coloured as above mentioned.

Declaring Access Road, Rissington Settlement, in the Hawke's
Bay County, to be a County Road.

which passes through Lot 3 of Rissington Estate (D.P. 3875),
Block XIII, Puketapu Survey District, and proceeding
thence generally in a westerly direction, adjoining or passing
through Lots 1, 2, 3, and 6 Rissington Estate (D.P. 3875),
and Section 2s, Rissington Settlement, and terminating on
the eastern boundary of Section 3s of the aforesaid settlement ;
being a distance of 2 miles 33 chains, more of less. As the
said road is more particularly delineated on the plan marked
P.W.D. 51773, deposited in the office of the Minister of Public
Works at Wellington, in the Wellington Land District, and
thereon coloured sienna and lettered A-B.

Prescribing the Rate of Interest to be paid by the Banks
Peninsula Electric-power Board in respect of £15,000,
being Part of a Loan of £100,000 authorized to be raised
for the Purchase and Construction of Electric Works.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 6th day of
June, 1921.

Present :
THE HONOURABLE SIR F. H. D. BELL, K.C.M.G.,
PRESIDING IN COUNCIL.

WHEREAS section eleven of the Finance Act, 1921,
provides that, notwithstanding anything to the
contrary in any Act or in any rule of law, where a local
authority or public body has been authorized before the
passing of the said Act, or is thereafter authorized, to borrow
money, whether pursuant to a poll of ratepayers or otherwise
howsoever, at a specified rate of interest, or for a specified
term exceeding ten years, and such money or any part
thereof has not been borrowed, the local authority may,
with the precedent consent of the Minister of Finance, borrow
such money, or such amount thereof as has not been
borrowed, at such rate of interest, or for such term not less
than ten years, as may be prescribed by the Governor-General
by Order in Council :
And whereas the Banks Peninsula Electric-power Board
has been authorized to borrow the sum of one hundred
thousand pounds for the purchase and construction of electric
works, and is now desirous of borrowing fifteen thousand
pounds, being part of the one hundred thousand pounds, at
an increased rate of interest :
And whereas the Minister of Finance has given his pre-
cedent consent as required by the above-recited section
eleven, and it is desired that the rate of interest at which the
said fifteen thousand pounds may be borrowed be increased
to five and three-quarters per centum :
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, acting by and with the advice
and consent of the Executive Council of the said Dominion,
doth hereby prescribe that the rate of interest that may be
paid by the Banks Peninsula Electric-power Board in respect
of the said fifteen thousand pounds shall be five and three-
quarters per centum, and the said Banks Peninsula Electric-
power Board is hereby authorized to borrow the sum of fifteen
thousand pounds at this rate.
